The EAEU Energy Efficiency Technology Regulations of the Eurasian Economic Union have been extended again and will officially come into effect on September 1, 2028! Covering various energy consuming devices such as household appliances, fluorescent lamps, LED lighting fixtures, directional lights, computer servers, etc.
The Council of the Eurasian Economic Commission recently decided to postpone the effective date of the Eurasian Economic Union Technical Regulation on Energy Efficiency Requirements for Energy Consuming Equipment (TR EAEU 048/2019) from the original date of September 1, 2025, to September 1, 2028, as proposed by Russia. This is the third adjustment to the implementation time of the regulation.
This delay affects all five member states of the Eurasian Economic Union - Russia, Armenia, Belarus, Kazakhstan, and Kyrgyzstan.

1、 Process of adjusting the implementation time of regulations
The initial scheduled implementation date for the Eurasian Economic Union Energy Efficiency Technical Regulation EAEU TR 048/2019 was September 1, 2021, and after two delays, the expected implementation date is September 1, 2025. In July 2025, at the proposal of the Russian authorities, the EAEU Economic Commission announced once again that the mandatory implementation date of the energy efficiency technical regulation EAEU TR 048/2019 would be postponed to September 1, 2028.
2、 Regulatory control products
EAEU TR 048/2019 sets energy efficiency requirements for household and commercial electrical and electronic products. The regulations cover a wide range of products, including household appliances, fluorescent lamps, LED lighting fixtures, directional lights, computer servers, and other energy consuming devices. After the implementation of regulations, manufacturers and importers will be required to meet specific energy performance and certification requirements in the entire Eurasian Economic Union market. There are two types of compliance methods: energy efficiency certification CoC and energy efficiency declaration DoC, which are applicable to different products.

3、 Compliance recommendations
Delaying implementation will provide more ample preparation time for all parties involved. During this period, relevant departments will develop and revise plans based on the technical regulations of the Eurasian Economic Union, update document requirements, and complete the development of secondary laws required for the implementation of technical regulations, including a standard list of energy consuming equipment and design specifications for energy efficiency labels. At the same time, the decision of the Council of the Committee on the form and design rules of various energy consuming equipment labels will be postponed until March 1, 2028.
Before the new regulations come into effect, manufacturers need to comply with the local energy efficiency requirements of each member state and obtain corresponding certifications. Starting from September 1, 2028, all relevant manufacturers and importers must obtain EAC certification and provide sufficient evidence to prove that their products comply with technical regulations. Products that do not meet the requirements may be forcibly removed from the market and face fines.
Member states of the Eurasian Economic Union generally believe that declarations should be the primary form of compliance assessment, primarily for the benefit of businesses, as certification procedures are more complex, time-consuming, and expensive than declarations. This decision reflects a balanced consideration of reducing the burden on enterprises while ensuring product quality and energy efficiency standards.
This delay also provides a three-year transition period for specific requirements in several appendices of the technical regulations, allowing manufacturers sufficient time to adjust production lines, update product designs, and ensure that all links of the supply chain meet the new energy efficiency standards. This decision reflects the pragmatic consideration of the Eurasian Economic Union in promoting regional economic integration, taking into account the actual market situation and the affordability of enterprises.
