Saudi Arabia has released a new energy efficiency regulation for low capacity air conditioners: SASO 2663:2025- Minimum energy efficiency, labeling, and testing requirements for low capacity window air conditioners and single split air conditioners. The new regulation will come into effect on November 23, 2026.

This regulatory update involves minimum energy efficiency requirements, as follows:
|
Product Category |
Compressor type | Product Subclass | Cooling capacity range |
T1 EER (Btu/h/W) |
T3 EER (Btu/h/W) |
SEER (Btu/h/W) |

≤24000Btu/h |
9.80 |
7.20 |
8.50 |
|
≥24000Btu/h and ≤65000Btu/h |
9.00 |
6.40 |
7.80 |

| Split type | fixed frequency | Duct type |
≤65000Btu/h |
11.80 |

Compared to current regulations, the changes are as follows:
1. All categories of products have added the minimum requirements for SEER;
2. The T3 EER requirements for window air conditioners have been increased from 7.00 (≤ 24000Btu/h) and 6.20 (≥ 24000Btu/h and ≤ 65000Btu/h) to 7.20 (≤ 24000Btu/h) and 6.40 (≥ 24000Btu/h and ≤ 65000Btu/h);
3. Divided the types of split air conditioners and set different minimum energy efficiency requirements for fixed frequency or variable frequency, ducted or ductless air conditioners.
