Starting from November 30, 2025, Russia will rigorously inspect the Eurasian Economic Union EAC certificate and conformity declaration

Starting from November 30, 2025, Russia will strictly verify and block TR CU certificates issued by other member countries of the Eurasian Union, and has the right to refuse unqualified goods from entering the Russian market. Non compliant certificates will be suspended or revoked.

Recently, the Russian government has made significant revisions to the "Eurasian Economic Union Product Certification Rules", aiming to further strengthen the supervision of certificates and declarations of conformity (EAC certification) issued by member states of the Eurasian Economic Union (EAEU).

In order to strictly control the quality of imported goods, the Russian authorities can verify and block TR CU certificates issued by other member countries of the Eurasian Union from November 30, 2025, and have the right to refuse unqualified goods from entering the Russian market, suspend or revoke non compliant certificates. This change will directly affect all enterprises engaged in import and export business within the Eurasian Union.

PART 01 Interpretation of the Core Content of New Regulations

According to the revised rules, Russian certification bodies will be granted a key power: they can unilaterally suspend the legal effect of EAC certificates or declarations issued by other member states (such as Kazakhstan, Belarus, etc.) within Russian territory when certain conditions are met.

Main changes:

1. Review non Russian laboratory qualifications

If the basis for issuing the conformity statement is based on a test report issued by a qualified laboratory, the Russian certification body has the right to request verification of the qualification documents that the laboratory should possess during testing, and ensure the authenticity and validity of its report content and results.

2. Suspend TR CU certificates and conformity declarations issued by other Eurasian Union member states

The Russian Consumer Rights Supervision Bureau and other regulatory agencies have the right to suspend TR CU certificates issued by other Eurasian Union member states in the following two situations:

Certificate non-standard: The content of the certificate does not meet the technical specifications requirements;

Lack of evidence documents: Unable to provide compliant evidence documents as required.

3. Customs has the right to review the standardization of TR CU certificates

When importing products for customs declaration, although a TR CU certificate can be provided, the accompanying test report cannot be provided, and the national certification body has the right to suspend the certificate.

4. Implement the principle of comprehensive openness and transparency for all suspended TR CU certificates

Enter into the national information management system;

Publicly disclosed on the official website of the Russian Certification Agency;

Notify the Eurasian Economic Commission and the issuing country of the certificate within 5 days.

5. Ban the violation of TR CU certificate

No test report or falsified test report;

The testing laboratory did not test according to the certification scheme requirements;

Conduct testing without obtaining testing qualifications.

PART 02 Background of the Implementation of New Regulations

As a mandatory access requirement for entering the Eurasian Economic Union (including Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan) market, EAC certification does indeed involve attempts to "get by" or even directly falsify documents during the specific implementation process, such as simplifying the audit process, not going to the audit site, issuing false and misleading testing reports, falsifying information, and helping companies obtain certificates "quickly".

The new regulations aim to prevent some companies from using the practice of "low-cost visas in other countries" to bypass Russian regulations, ensuring that products entering the Russian market meet the mandatory safety and quality requirements of technical regulations.

PART 03 Impact of New Regulations

For companies entering the Russian market after obtaining an EAC certificate through other EAEU member states such as Kazakhstan, Belarus, Kyrgyzstan, or Armenia, the new regulations mean:

The Russian regulatory authorities have the right to directly verify the authenticity of certificates and the source of testing reports;

If the certification materials are incomplete, the qualifications of the testing laboratory are questionable, or the product is inconsistent with the certificate, it may result in the certificate being suspended within Russia;

After the certificate is suspended, the goods may not be cleared, stored or sold;

Enterprises need to establish emergency response mechanisms and it is recommended to prioritize choosing local or recognized certification agencies in Russia to handle certificates.

PART 04 Compliance Suggestions

Before the new regulations come into effect, relevant enterprises must lay out in advance to reduce potential risks:

1. Comprehensive self inspection: Immediately verify the existing EAC certification issuing locations, with special attention paid to certificates issued in other member countries.

2. Ensure compliance: Strictly control product quality to ensure full compliance with relevant technical regulations of the Eurasian Economic Union.

3. Prepare all necessary documents: All test reports, technical files, etc. that support certification must be properly stored and kept for future reference at all times.

4. Follow the updates on the official website of the Russian Certification Authority and notifications issued by certification bodies.
