From January 1, 2026, the number of hazardous substances controlled under China's RoHS regulation will officially increase to 10! Four phthalate esters, namely DEHP, BBP, DBP, and DIBP, will be added, and the testing methods will be simultaneously updated to comply with the GB/T 39560 series of standards. This marks the full alignment of China's RoHS with the EU RoHS, laying a transitional foundation for the mandatory national standard GB 26572-2025, which will be officially implemented on August 1, 2027.

On January 1, 2026, the number of hazardous substances controlled under China's RoHS regulations will officially increase to 10! According to the National Standards Announcement No. 14 of 2024 issued by the State Administration for Market Regulation, the First Amendment to China's RoHS "Requirements for Limiting Substances in Electrical and Electronic Products" GB/T 26572-2011 will officially come into effect on January 1, 2026, with the number of controlled substances increasing from 6 to 10.

 

Four new controlled substances have been added

  • Di-n-butyl phthalate (DBP)
  • Diisobutyl phthalate (DIBP)
  • Butyl benzyl phthalate (BBP)
  • Di(2-ethylhexyl) phthalate (DEHP)

Four phthalate esters, namely DEHP, BBP, DBP, and DIBP, have been added, and the testing method has been simultaneously updated to comply with the GB/T 39560 series of standards. Part 01 Current requirements of China RoHS

 

  • Products listed in the compliance catalogue: They must simultaneously meet the limit requirements and labeling requirements, and complete conformity assessment (either through voluntary certification promoted by the state or self-declaration).

  • Products not listed in the compliance catalogue: Although they do not require conformity assessment, they must meet the labeling requirements.

 

 

 

Part 02: Products Listed in China's RoHS Compliance Catalogue


The current compliance catalogue includes 12 types of products: refrigerators, air conditioners, washing machines, electric water heaters, printers, photocopiers, fax machines, televisions, monitors, microcomputers, mobile communication handsets, and standalone telephones.

 

Expansion preparation of the compliance catalogue (planned to expand to 33 categories of products):

The new compliance catalogue has undergone a significant expansion, with plans to increase the number of products from the original 12 to 33. The first batch of 12 products has been optimized and consolidated into 10 types (the original three products, namely printers, photocopiers, and fax machines, have been merged into print, copy, scan, fax, and multifunctional all-in-one machines based on technological advancements). Additionally, 23 newly added products with relatively mature control conditions have been included. After adjustment, the "Compliance Management Catalogue" now encompasses a total of 33 products.

The plan is to introduce 23 new products, including industrial washing machinery, air purifiers, water dispensers, dishwashers, electric ovens, microwave ovens, electric rice cookers, vacuum cleaners, robotic vacuum cleaners, household gas instantaneous water heaters, projectors, smart speakers, electronic smart locks, servers, network switching and routing equipment, smart watches and bracelets, headphones, portable power banks, reading and writing desk lamps, electric toys, electronic blood pressure monitors, blood glucose meters, and hearing aids.

 

In accordance with the "Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products," China's ROHS has fully implemented a control system consisting of "Compliance Management Catalogue + Conformity Assessment + Post-Supervision." Electrical and electronic products listed in the compliance management catalogue must meet the requirements for limiting hazardous substances. Conformity assessment is conducted through voluntary national certification or self-declaration, and the results are uploaded to the China ROHS Public Service Platform for supervision by all sectors of society. Departments such as Industry and Information Technology, Market Supervision and Administration, and Customs strengthen supervision after products are launched on the market.

How to determine the content of harmful substances in products?

The content of hazardous substances in electrical and electronic products is tested according to the methods specified in the corresponding sections of the national standard "Determination of Certain Substances in Electronic and Electrical Products" (GB/T 39560 series). This series of standards is equivalent to the IEC62321 series of standards and is in line with international standards. Part 04: Arrangements for the Transition Period of China's RoHS

 

The mandatory national standard GB 26572-2025, titled "Requirements for Restricting the Use of Hazardous Substances in Electrical and Electronic Products," will be officially implemented on August 1, 2027. Enterprises need to pay special attention to the following key time points and requirements for China's RoHS transition.

  • Inventory product conversion: For products that have completed conformity assessment based on the GB/T 26572-2011 standard before January 1, 2026, and continue to be shipped or imported, enterprises must complete the conversion of conformity assessment based on GB/T 26572-2011 and its Amendment No. 1 or GB 26572-2025 before January 1, 2027.

  • Natural Transition: From August 1, 2027, for products that have been evaluated based on GB/T 26572-2011 and its Amendment No. 1 and continue to be produced or imported, enterprises can complete the conversion of conformity assessment based on GB 26572-2025 through natural transition methods such as certificate renewal upon expiration and product changes.

 

 

 

Part 05 China RoHS Compliance Recommendations

GB 26572-2025 is the first mandatory national standard in China's field of hazardous substance control for electrical and electronic products. It clearly stipulates the requirements for limiting the use of 10 hazardous substances, including four heavy metals (lead, mercury, cadmium, and hexavalent chromium) that may be present in electrical and electronic products, as well as polybrominated biphenyls, polybrominated diphenyl ethers, and four phthalate esters, and the requirements for product labeling and identification.
