On November 20, 2025, the State Administration for Market Regulation and the Ministry of Industry and Information Technology jointly issued a notice on adjusting the limit requirements and applicable standards for testing methods of the qualified assessment system for restricting the use of hazardous substances in electrical and electronic products.
The first mandatory national standard in the field of hazardous substance control for electrical and electronic products in China, "Requirements for the Restriction of Hazardous Substance Use in Electrical and Electronic Products" (GB 26572-2025), will be officially implemented on August 1, 2027. The core of this announcement is to set a clear timetable for the transition between new and old standards.

China RoHS Transition Schedule
Enterprises need to pay special attention to the following key time points and requirements for China's RoHS transition.
(1) Before December 31, 2025
There are three standards that should be used for qualification assessment:
GB/T 26572-2011 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products"
Or GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electronic and Electrical Products" and its No.1 Amendment
Or GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products"
Testing method standard:
Follow the corresponding parts of GB/T 39560 series standards.
Transition arrangement explanation:
New and old standards can be used in parallel, and enterprises can freely choose.
(2) January 1, 2026- July 31, 2027
The qualification assessment should be based on two standards:
GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electronic and Electrical Products" and its Amendment No. 1
Or GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products"
Testing method standard:
Follow the corresponding parts of GB/T 39560 series standards.
Transition arrangement explanation:
The old GB/T 26572-2011 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" standard will no longer be applicable.
(3) Starting from August 1st, 2027
The criteria for qualification assessment should be based on (one):
GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products"
(Fully upgraded to mandatory national standards)
Testing method standard:
Follow the corresponding parts of GB/T 39560 series standards.
Transition arrangement explanation:
Fully switch to the new mandatory national standards.
China RoHS transition period arrangement
Inventory product conversion: For products that have completed qualification assessment according to the old GB/T 26572-2011 standard and still need to be shipped or imported before January 1, 2026, enterprises must complete the conversion of qualification assessment according to the new standard (i.e. GB/T 26572-2011 and its No.1 amendment or GB 26572-2025) before January 1, 2027.
Natural transition: Starting from August 1, 2027, for products that have been evaluated according to GB/T 26572-2011 and its No.1 amendment and continue to be produced or imported, they can be converted according to the new GB 26572-2025 standard through natural transition methods such as expiration certificate renewal and product change.

Announcement on Adjusting the Qualification Assessment System for the Restriction of Hazardous Substances in Electrical and Electronic Products, Limit Requirements and Applicable Standards for Testing Methods
National standards such as GB/T 26572-2011 "Requirements for the Limitation of Hazardous Substances in Electronic and Electrical Products" and its first amendment, GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" have been released. To ensure the orderly implementation of the qualification assessment for the restricted use of hazardous substances in electrical and electronic products, the relevant requirements are now clarified as follows:
1、 From the date of this announcement until December 31, 2025, enterprises shall conduct qualification assessment activities in accordance with GB/T 26572-2011 or GB/T 26572-2011 and its No.1 amendment or GB 26572-2025; From January 1, 2026 to July 31, 2027, qualification assessment activities shall be conducted in accordance with GB/T 26572-2011 and its No.1 amendment or GB 26572-2025; Starting from August 1, 2027, qualification assessment activities should be conducted in accordance with GB 26572-2025.
2、 Starting from January 1, 2026, products that have completed the qualification assessment activities in accordance with GB/T 26572-2011 and continue to be manufactured or imported shall complete the qualification assessment conversion in accordance with GB/T 26572-2011 and its No.1 amendment or GB 26572-2025 before January 1, 2027; Starting from August 1, 2027, products that have completed the qualification assessment activities in accordance with GB/T 26572-2011 and its No.1 amendment and continue to be manufactured or imported can be converted to qualified assessment in accordance with GB 26572-2025 through natural transition methods such as expiration certificate replacement and product change.
3、 According to GB/T 26572-2011 and its first amendment or GB 26572-2025, the testing method for conducting the qualification assessment of hazardous substance restrictions in electrical and electronic products shall be carried out in accordance with the corresponding parts of the GB/T 39560 series standards.
