The mandatory national standard GB 26572-2025 for RoHS in China has been officially released. Come and learn about the main changes and implementation transition period

The mandatory national standard GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" for RoHS in China has been released and will be officially implemented on August 1, 2027.

On August 1, 2025, the State Administration for Market Regulation (State Standardization Administration) officially approved the release of the "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" (GB 26572-2025), which will be officially implemented on August 1, 2027 and fully replace the recommended standard GB/T 26572-2011.

The official upgrade of China's RoHS to a mandatory national standard is of great significance for the green transformation and sustainable development of China's electrical and electronic industry.

This standard integrates and improves the technical content of two recommended standards, GB/T 26572-2011 and SJ/T 11364-2024. The implementation of the first amendment to GB/T 26572-2011 "Limited Requirements" and the revised version of SJ/T11364-2024 "Identification Requirements" can provide standard support for the transition of the industry to implement this standard in the future, and can reduce the pressure on enterprises to implement this mandatory standard in the future. The supporting standard GB/T 39560 "Determination of Certain Substances in Electronic and Electrical Products" series for the detection of harmful substance content has been released, which can cover the detection of the content of the ten categories of harmful substances restricted by this standard.

1、 Milestones for the Implementation of Mandatory Standards

On July 1, 2016, the "Management Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products" (China RoHS 2.0) officially came into effect, establishing mandatory hazardous substance restriction requirements for the first time, covering six categories of substances including lead, mercury, cadmium, etc;

On November 1, 2019, the "Qualification Assessment System for Restricting the Use of Hazardous Substances in Electrical and Electronic Products" was implemented. Enterprises can choose between two compliance paths: "National Voluntary Certification" or "Self Declaration" (Announcement No. 23 of 2019 by the State Administration for Market Regulation);

On March 1, 2023, the mandatory scope of application will be expanded to include 12 new categories of products such as printers and mobile phones (Announcement No. 15 of 2021 by the Ministry of Industry and Information Technology);

Starting from March 1, 2024, the testing methods for the qualification assessment of hazardous substance restrictions in electrical and electronic products shall be implemented in accordance with the GB/T 39560 series standards;

On June 29, 2024, the new version of the national standard GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electronic and Electrical Products" and the "First Amendment" were released (National Standard Announcement No. 20 of 2023);

Unified Implementation Node on January 1, 2026: Electrical and electronic products shall fully comply with GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electronic and Electrical Products" and "Amendment No. 1", and the supporting standard SJ/T 11364-2024 shall be synchronized.

On August 1, 2027, the mandatory national standard for RoHS in China, "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" (GB 26572-2025), was officially implemented, fully replacing the recommended standard GB/T 26572-2011.

2、 GB 26572-2025 Approval Draft Content

On April 21, 2025, the Ministry of Industry and Information Technology completed the solicitation of opinions on three mandatory national standards (draft for approval), including the "Requirements for Restricting the Use of Hazardous Substances in Electrical and Electronic Products". The full text of the standard is currently in the process of being published. The following is the relevant content of the GB 26572-2025 approval draft. The specific content shall be subject to the official release of the standard.

1. Scope of application

The "Requirements for Restricting the Use of Hazardous Substances in Electrical and Electronic Products" stipulate the limit requirements and labeling requirements for hazardous substances in electrical and electronic products. Applicable to electrical and electronic products produced, sold, and imported within the territory of the People's Republic of China.

This mandatory national standard integrates and improves the content of GB/T 26572-2011 "Requirements for Limits of Hazardous Substances in Electronic and Electrical Products" and its amendments, as well as SJ/T 11364-2024 "Requirements for Identification of Hazardous Substances in Electrical and Electronic Products". The limit requirements for the ten categories of hazardous substances are consistent with international industry requirements. This standard mainly supports the in-depth implementation of the Management Measures and is the first mandatory national standard in the field of RoHS control.

2. Main updated technical content

1) Types of harmful substances

The types of hazardous substances controlled in China's electrical and electronic products have been increased from six categories to ten categories, and four new categories of phthalates have been added. The limit values for the ten major categories of hazardous substances are consistent with the requirements of the EU RoHS Directive (2011/65/EU).

2) Product classification

Added requirements for the classification of electrical and electronic products and the restriction of the use of hazardous substances, classifying electrical and electronic products into Class I and Class II, adopting different restriction requirements, in line with the "two-step" management plan of China's "Management Measures".

3) Identification requirements

Added requirements for hazardous substance restriction labeling in electrical and electronic products, incorporating the content of SJ/T 11364 "Labeling Requirements" into the specification requirements of this standard, and adding digital expression methods and requirements such as QR codes and screen displays to reduce the cost of RoHS control for enterprises

6.1.3 Spare parts used for after-sales service such as repair, return, and exchange of sold electrical and electronic products may not be marked with hazardous substance restriction labels for electrical and electronic products, but the supplier shall keep the information technology support documents containing hazardous substances in the spare parts in accordance with the requirements of 6.5.

6.4.4 The product description in this document can be any of the following: paper manual, electronic manual, CD/DVD, packaging, system built-in software, or company website. Any labeling medium should clearly indicate the correspondence between the product and its hazardous substance labeling and information sheet.

4) Requirements related to standard implementation

Added requirements related to the implementation of standards, which stipulate that "products produced or imported before the implementation date of this document shall comply with the requirements of this document from the 13th month after the implementation date." Providing industry enterprises with one year of inventory product digestion time can effectively reduce the cost of RoHS control for enterprises;

5) Add terminology standards

Four terms and definitions have been added, namely "hazardous substances", "environmental protection usage period", "management catalog for restricted use of hazardous substances in electrical and electronic products", and "application exceptions" (see draft 3.2, 3.6, 3.7, and 3.8), which enhance the operability of standard implementation;

6) Delete content

The term and definition of "restricted substances" have been deleted (see 3.1 of GB/T 26572-2011), and this standard does not use this term. Deleted standard appendices A, B, C, and D. The content includes electronic and electrical product disassembly, typical disassembly examples, sample disassembly examples assisted by X-ray fluorescence spectroscopy (XRF) technology, and the possibility of restricted substances in commonly used materials and components in electronic and electrical products.

3、 Transition period for standard implementation

Before January 1st, 2026

GB/T 26572-2011 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" (current);

SJ/T 11364-2006 "Requirements for Pollution Control Identification of Electronic Information Products" (current);

January 1, 2026- July 31, 2027

Implementation standards:

GB/T 26572-2011 "Limit Requirements for Restricted Substances in Electronic and Electrical Products" and its Amendment No. 1;

SJ/T 11364-2024 "Identification Requirements for Restriction of Hazardous Substances in Electrical and Electronic Products";

After August 1st, 2027

Implementation standards:

GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products"

4、 Compliance recommendations

This standard revision is a fusion and revision of the technical content of two recommended standards, GB/T 26572-2011 and SJ/T 11364-2014, mainly combining the two standards into one.
