Indonesia DJID releases mandatory certification product list

Time:

2026-01-12

In December 2025, DJID Indonesia released a mandatory certification product list, including household devices, IoT, and consumer electronics products with telecommunications capabilities. If your product supports WiFi, Bluetooth, cellular, NFC, LPWAN, or other wireless modules, it is likely a mandatory requirement for DJID certification. These devices must comply with technical standards and DJID certification in order to be produced, imported, traded, or used within a single country in Indonesia.

In December 2025, the Indonesian government officially listed a list of telecommunications equipment and other devices with telecommunications characteristics through Ministerial Order No. 469 of 2025. These devices must comply with technical standards and DJID certification in order to be produced, imported, traded, or used within the territory of Indonesia. This regulation is an important legal basis in the certification process of the General Administration of Digital Infrastructure (DJID) and will come into effect on December 7, 2025.

The telecommunications equipment product list covers a wide range of technological products, from smartphones, laptops, and routers, to smart home appliances with communication capabilities such as refrigerators, air conditioners, and rice cookers. It should be noted that even if a specific device or product is not explicitly mentioned in the regulation, it still has telecommunications functions and needs to meet certification requirements.

For manufacturers, importers, brand owners, and distributors, understanding the mandatory DJID certification equipment list based on Ministerial Order No. 469 of 2025 is crucial to avoid the risks of certification rejection, customs detention, and administrative penalties.

Group A: Telecommunications equipment that must comply with technical standards

According to the official form of Ministerial Order No. 469 of 2025, the following are the main categories of telecommunications equipment that must be certified by DJID.

01. Computing and personal communication devices

The following devices must obtain authentication with transmitter and/or receiver capabilities, such as WiFi, Bluetooth, cellular network, or NFC:

  • laptop
  • tablet
  • Handheld computer (handheld, PDA)
  • Smartphones (including smartphones and feature phones)
  • Smart watches with telecommunications capabilities

02. Telecommunications Equipment and Telecommunications Systems

Including wired, IP, and satellite voice and data communication equipment:

  • Analog and Digital Telephone
  • cordless phone
  • IP Phone
  • PBX/PABX/IP PBX
  • satellite phone
  • GMPCS and GMDSS terminals

03. Network and transmission infrastructure

As the backbone of the national telecommunications network, equipment must meet technical parameters such as frequency, transmission power, electromagnetic interference, and electrical safety:

  • Mobile and cluster base station transceiver station (BTS)
  • Microwave radio/microwave link
  • Router and Network Switch
  • Modems (ISDN, xDSL, cellular, satellite, etc.) LTE、BWA)
  • Optical Network Unit (UN/ONT)
  • Optical Distribution Network (ODN)
  • Fiber optic repeater
  • Multiplexers (SDH, PDH, IP multiplexer, etc.), WDM/DWDM)

04. Broadcasting and Broadcasting Equipment

Highly sensitive equipment for RF spectrum usage:

  • Radio communication (HT, two-way radio)
  • Wireless relay
  • Radar (maritime, aviation, meteorological, vehicle)
  • Radio and television transmitters (analog and digital)
  • Set top box (DVB-T2, DVB-S, DVB-C, IP set-top box)
  • Integrated Receiver Decoder (IRD)

05. Wireless modules and devices

Many modern IoT and electronic products belong to this category, although they are not the primary telecommunications equipment:

  • WiFi、 Bluetooth and NFC modules
  • RFID (Radio Frequency Identification)
  • USB WiFi receiver
  • LPWAN (Low Power Wide Area Network)
  • GPS tracker
  • Antennas (RLAN, microwave BWA、 Base station)

Group B: Other devices with telecommunications capabilities (smart devices)

One of the important contents of Ministerial Decree No. 469 of 2025 is to expand the obligation of DJID certification for non telecommunications equipment with wireless communication functions.

01. Smart Home

  • Air conditioner with WiFi
  • smart refrigerator
  • Freezing room and beverage refrigerator
  • Smart water dispenser
  • ice maker
  • air purifier
  • Washer and dryer
  • water heater
  • microwave oven
  • smart rice cooker
  • Coffee/Teapot

02. Consumer electronic devices

  • Printers and multifunctional printers
  • Mouse, keyboard, wireless hosting
  • wireless charger
  • Speakers, headphones, earphones
  • Closed circuit television, cameras, digital cameras
  • Smart TV and set-top box
  • multimedia projector

03. IoT devices and vehicles

  • car audio
  • GPS tracker
  • Vehicle Keyless System
  • Intelligent electrical switches and sockets
  • Intelligent LED lights
  • Unmanned Aerial Vehicle (UAV)

04. Health and lifestyle equipment

  • Electric medical equipment
  • massage tool
  • hearing aid
  • smartwatch
  • Toys and game consoles with connectivity capabilities

All of the aforementioned devices still require DJID authentication, although their primary function is not communication as they support WiFi, Bluetooth, cellular networks, LPWAN, or NFC.

Compliance interpretation

Why is Ministerial Decree No. 469 of 2025 so important?

Ministerial orders have strategic significance for several reasons, including:

  • Provide legal certainty for enterprises
  • Becoming the main reference for DJID certification process
  • Customs is used for import supervision
  • Prevent spectrum interruption and user security risks

The consequences of not having a DJID certificate

  • This product cannot be legally sold
  • Risk of detention or refusal during import
  • Administrative sanctions may be imposed

Ministerial Decree No. 469 of 2025 explicitly expands the mandatory equipment scope for DJID certification in Indonesia, including household devices, the Internet of Things, and consumer electronics products with telecommunications capabilities.
