Belarus benchmarks international standards and simplifies energy efficiency certification process

The Belarusian National Certification System (STB Certification) will officially recognize the CIG023 factory inspection report as an effective basis for product factory inspection. This policy adjustment will significantly simplify the process for enterprises to obtain Belarusian energy efficiency certification.
In December 2025, Belarus issued Decree No. 109/2025, which made significant revisions to the national conformity assessment regulations. According to the new regulations, the Belarusian National Certification System (STB certification) will officially recognize the CIG023 factory inspection report as an effective basis for product factory inspection. This policy adjustment will significantly simplify the process for enterprises to obtain Belarusian energy efficiency certification.
The CIG023 report is a standardized factory inspection document used by member organizations of the European Electrical Testing, Inspection and Certification System (ETICS). It is used for various certification projects such as European ENEC certification and N mark, and has been widely recognized in the international market. This revision means that manufacturers who already hold CIG023 reports do not need to repeat factory audits when applying for Belarusian STB certification, and can directly accept existing inspection results, effectively reducing certification costs and time cycles.
The background of this policy adjustment is closely related to the implementation progress of energy efficiency regulations in the Eurasian Economic Union (EAEU). The Eurasian Economic Union passed technical regulation TR EAEU 048/2019 in 2019, aiming to unify the energy efficiency requirements of member states for energy consuming equipment, covering 18 categories of electrical products such as refrigerators, washing machines, televisions, air conditioners, lighting equipment, etc. However, due to the incomplete formulation of supporting standards and labeling rules, the effective date of this regulation has been postponed multiple times, and the latest implementation deadline is September 1, 2028.
Before the unified regulations come into effect, Belarus will continue to implement its own STB energy efficiency certification requirements. This revision, by aligning with the international certification system, not only maintains energy efficiency regulation in the Belarusian market, but also provides a more convenient compliance path for export enterprises, reflecting Belarus' positive attitude in promoting international mutual recognition in the field of technical regulations.
