In 2025, the State Administration for Market Regulation will organize national supervision and spot checks on the quality of 18 types of food related products, including food contact paper containers. A total of 1133 batches of 18 products were randomly inspected this time, and 30 batches of unqualified products were found.

Overview of Supervision and Sampling Inspection

Spot check types: 18 types of products including food contact paper containers, cling film, dishwashing detergents, non composite film bags, silicone rubber pacifiers, glass cups (bottles, pots), pressure cookers, etc.

Spot check items: including safety items such as total migration, potassium permanganate consumption, volatile substances, sensory indicators, and quality items such as barrier performance and heat sealing strength.

Spot check scope: A total of 1133 batches were randomly checked. 616 batches of products covering 472 sales units in 25 provinces including Shanghai, Guangdong, and Zhejiang; 517 batches of products from 505 production units in 27 provinces including Guangdong, Zhejiang, and Shandong.

Unqualified situation: A total of 30 batches of unqualified products were found, including 4 batches of illegal and irregular products, and 26 batches of unqualified products were inspected.

Report on Supervision and Sampling Results

1、 Basic information

（1） Overview of supervision and spot checks. A total of 1133 batches of 18 products were randomly inspected this time. 616 batches of products were randomly inspected in 472 sales units in 25 provinces including Shanghai, Guangdong, and Zhejiang, and 517 batches of products were randomly inspected in 505 production units in 27 provinces including Guangdong, Zhejiang, and Shandong. A total of 30 batches of unqualified products were found during spot checks, including 4 batches of illegal and irregular products; 26 batches of unqualified products were inspected, including 9 batches of food contact paper containers, 6 batches of cling film, 4 batches of dishwashing detergent, 3 batches of non composite film bags, 2 batches of silicone rubber pacifiers, and 1 batch each of glass cups (bottles, pots) and pressure cookers.

（2） Track and inspect the situation. During the follow-up inspection, 25 production units were found to have failed the previous inspection, and one of them still had products that were not up to standard.

2、 Spot check results

（1） Food contact paper containers. A total of 116 batches of products were randomly inspected, with a focus on sensory requirements, heavy metals (calculated as Pb), lead (Pb), arsenic (As), fluorescent substances, formaldehyde, 1,3-dichloro-2-propanol, 3-chloro-1,2propanediol, total migration, potassium permanganate consumption, total migration of aromatic primary amines, coliform bacteria, Salmonella, mold, sensory indicators, leakage performance, compressive strength, temperature resistance test, temperature resistance, compressive performance, cup body stiffness, end cap detachment force, axial crushing force, rapid leakage test, and 24 other items. Among them, 46 production units in 18 provinces including Guangdong, Zhejiang, and Jiangsu randomly inspected 46 batches of products, and found that 1 batch of products had unqualified fluorescent substances in the safety project, 2 batches of products had unqualified sensory indicators, and 2 batches of products had unqualified compressive strength; During a spot check of 70 batches of products in 58 sales units across 17 provinces including Shanghai, Zhejiang, and Guangdong, it was found that one batch of products each failed in sensory indicators, compressive performance, compressive strength, and cup body stiffness.

（2） Cling film. A total of 33 batches of products were randomly inspected, with a focus on testing 8 items including sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), total migration of aromatic primary amines, decolorization test, barrier performance (oxygen), barrier performance (water vapor), etc. Two production units in two provinces, Jiangsu and Anhui, randomly inspected two batches of products and did not find any unqualified products; During a random inspection of 31 batches of products in 23 sales units across 8 provinces including Guangdong, Zhejiang, and Hebei, it was found that 5 batches of products had unqualified barrier performance (oxygen) and 3 batches had unqualified barrier performance (water vapor).

（3） Dishware detergent. A total of 105 batches of products were randomly inspected, with a focus on total arsenic (calculated as As), heavy metals (calculated as Pb), methanol, formaldehyde, 1,4-dioxane, total bacterial count, coliform group, and total effective substance content pH、 Twelve items including total phosphorus pentoxide content, pesticide removal efficiency (P value), and total alkali mass fraction (calculated as NaOH) were tested. Among them, 53 production units in 24 provinces including Guangdong, Liaoning, and Shanghai randomly inspected 53 batches of products and found that the total effective substance content of one batch of products was unqualified; During a random inspection of 52 batches of products in 44 sales units across 16 provinces including Guangdong, Fujian, and Sichuan, it was found that 2 batches of products had unqualified total bacterial count for safety items, and 1 batch had unqualified total effective substance content.

（4） Non composite film bag. A total of 109 batches of products were randomly inspected, with a focus on testing 10 items including sensory requirements, total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), total migration amount of aromatic primary amines, specific migration amount (calculated as terephthalic acid), specific migration amount (calculated as 1,2-ethylene glycol), barrier performance (oxygen), barrier performance (water vapor), heat sealing strength, etc. Among them, 43 production units in 11 provinces including Anhui, Shandong, and Shanghai randomly inspected 43 batches of products and found that 3 batches of products had unqualified barrier performance (oxygen); A spot check was conducted on 66 batches of products from 57 sales units in 11 provinces including Shanghai, Shandong, and Hebei. One batch of products was found to be suspected of unlicensed production and has been handed over to the local market supervision department for handling.

（5） Silicone rubber nipple. A total of 30 batches of products were randomly inspected, with a focus on sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), zinc (Zn) migration, release of N-nitrosamine and N-nitrosamine byproducts, and volatile substances. Among them, 18 production units in 5 provinces including Guangdong, Zhejiang, and Hebei randomly inspected 18 batches of products and found that 2 batches of products had volatile substances that did not meet the safety requirements; 12 sales units in 5 provinces including Guangdong, Beijing, and Hebei randomly inspected 12 batches of products and no unqualified products were found.

（6） Glass cups (bottles, pots). A total of 42 batches of products were randomly inspected, with a focus on testing 9 items including sensory requirements, lead (Pb) migration, cadmium (Cd) migration, lead (Pb) migration at the mouth edge, cadmium (Cd) migration at the mouth edge, arsenic (As) migration, antimony (Sb) migration, water resistance (glass particle water resistance, inner surface water resistance), and internal stress (birefringence optical path difference). Among them, 16 production units in 10 provinces including Chongqing, Hebei, and Anhui randomly inspected 16 batches of products and found that one batch of products had unqualified migration of lead (Pb) and cadmium (Cd) in the mouth edge safety project; 26 batches of products were randomly inspected by 23 sales units in 11 provinces including Zhejiang, Anhui, and Shandong, and no unqualified products were found.

（7） Pressure cooker. A total of 21 batches of products were randomly inspected, with a focus on 25 items including closure safety, working pressure, sealing, safety pressure, heat pressure resistance, opening safety, anti blocking safety, internal pressure resistance, pressure relief, destructive pressure, handle connection firmness, sensory requirements, and metal element migration (arsenic, cadmium, lead, antimony, aluminum, chromium, cobalt, copper, manganese, molybdenum, nickel, tin, zinc). Among them, 10 production units in Guangdong and Zhejiang provinces randomly inspected 10 batches of products and no unqualified products were found; Eleven sales units in six provinces including Zhejiang, Guangdong, and Hubei randomly inspected 11 batches of products and found that one batch of products had an unqualified aluminum migration amount in the safety project.

（8） Composite film bag. A total of 106 batches of products were randomly inspected, with a focus on sensory requirements, total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), total migration amount of aromatic primary amines, decolorization test, total residual solvent amount, residual benzene solvent amount, specific migration amount (calculated as caprolactam), specific migration amount (calculated as terephthalic acid), specific migration amount (calculated as 1,2-ethylene glycol), total microbial count/colony count, pathogenic bacteria, coliform bacteria, mold, yeast, barrier performance (oxygen), barrier performance (water vapor), heat sealing strength, and 19 other items. 106 production units from 18 provinces including Hebei, Shandong, and Zhejiang were involved, and no unqualified products were found.

（9） Melamine plastic tableware. A total of 53 batches of products were randomly inspected, with a focus on sensory requirements, total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), decolorization test, total migration amount of aromatic primary amines, melamine migration amount, specific migration amount (calculated as formaldehyde), dry heat resistance, low temperature resistance, moisture and heat resistance, pollution resistance, warping (bottom) and other 13 items. 51 sales units involved in 8 provinces including Beijing, Shanghai, and Zhejiang were found to have illegally added plant fibers to one batch of products during spot checks, which did not meet national food safety standards. The batch has been handed over to the local market supervision department for handling.

（10） Plastic disposable tableware. A total of 166 batches of products were randomly inspected, with a focus on 10 items including sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), decolorization test, total migration of aromatic primary amines, coliform bacteria, Salmonella, mold count, and specific migration of 1,3-butadiene. A total of 148 sales units from 17 provinces including Shanghai, Beijing, and Hebei were involved in a spot check, and one batch of products was found to be suspected of unlicensed production. It has been handed over to the local market supervision department for handling.

（11） Plastic tableware. A total of 75 batches of products were randomly inspected, with a focus on sensory requirements, total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), decolorization test, total migration amount of aromatic primary amines, specific migration amount (calculated as terephthalic acid), specific migration amount (calculated as 1,2-ethylene glycol), specific migration amount of bisphenol A, specific migration amount of phenol, and specific migration amount of 1,3-butadiene. Among them, 25 production units in five provinces including Zhejiang, Guangdong, and Jiangsu randomly inspected 25 batches of products, and 39 sales units in 15 provinces including Zhejiang, Shanghai, and Guangdong randomly inspected 50 batches of products, and no unqualified products were found.

（12） Plastic baby bottles for infants and young children. A total of 31 batches of products were randomly inspected, with a focus on six items including sensory requirements, total migration, potassium permanganate consumption, heavy metals (calculated as Pb), total migration of aromatic primary amines, and decolorization tests. 28 batches of products were randomly sampled from 28 production units in four provinces including Guangdong, Hebei, and Zhejiang, and 3 batches of products were randomly sampled from 3 sales units in two provinces including Jiangsu and Guangdong, and no unqualified products were found.

（13） Paper straws. A total of 33 batches of products were randomly inspected, with a focus on 14 items including sensory requirements, total migration, heavy metals (calculated as Pb), lead (Pb), arsenic (As), fluorescent substances, formaldehyde, 1,3-dichloro-2-propanol, 3-chloro-1,2-propanediol, total migration of aromatic primary amines, coliforms, Salmonella, mold, and specific migration of 1,2-benzisothiazolyl-3 (2H) - one. Eleven production units in four provinces including Zhejiang, Fujian, and Guangdong conducted spot checks on 11 batches of products, while 20 sales units in ten provinces including Hebei, Fujian, and Jiangsu conducted spot checks on 22 batches of products. One batch of products was found to be suspected of unlicensed production and has been handed over to the local market supervision department for handling.

（14） Bamboo and wood tableware for food contact. A total of 87 batches of products were randomly inspected, with a focus on sensory requirements, total migration, formaldehyde, sulfur dioxide, pentachlorophenol and its salts (calculated as pentachlorophenol), thiamethoxam, o-phenylphenol, clotrimazole, biphenyl, coliform bacteria, Salmonella, Shigella, Staphylococcus aureus, hemolytic streptococcus, mold, and 15 other items. 33 batches of products were randomly sampled from 33 production units in 6 provinces including Jiangxi, Zhejiang, and Fujian, and 54 batches of products were randomly sampled from 44 sales units in 14 provinces including Fujian, Zhejiang, and Chongqing, and no unqualified products were found.

（15） Glass wine bottle. A total of 43 batches of products were randomly inspected, with a focus on testing 10 items including sensory requirements, lead (Pb) migration, cadmium (Cd) migration, vertical load strength, internal pressure resistance, impact resistance, thermal shock resistance, internal stress, internal surface water resistance, and vertical axis deviation. 43 production units from 10 provinces including Chongqing, Hebei, and Shandong were involved, and no unqualified products were found.

（16） Industrial and commercial electric heating food processing equipment. A total of 34 batches of products were randomly inspected, with a focus on 14 items including metal element migration (arsenic, cadmium, lead, antimony, chromium, copper, manganese, nickel, zinc), total migration, potassium permanganate consumption, heavy metals (calculated as Pb), total migration of aromatic primary amines, and specific migration of 1,3-butadiene. 34 production units from five provinces including Guangdong, Shandong, and Zhejiang were involved, and no unqualified products were found.

（17） Industrial and commercial electric food processing equipment. A total of 34 batches of products were randomly inspected, with a focus on 14 items including metal element migration amount (arsenic, cadmium, lead, antimony, chromium, copper, manganese, nickel, zinc), total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), total migration amount of aromatic primary amines, and specific migration amount (calculated as caprolactam). 34 production units from four provinces including Guangdong, Shandong, and Zhejiang were involved, and no unqualified products were found.

（18） Mooncake packaging. A total of 15 batches of products were randomly inspected, with a focus on sensory requirements, total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), decolorization test, total migration amount of aromatic primary amines, specific migration amount (calculated as caprolactam), specific migration amount (calculated as terephthalic acid), specific migration amount (calculated as 1,2-ethylene glycol), total residual solvent amount, residual benzene solvent amount, barrier performance (oxygen), barrier performance (water vapor), heat sealing strength, coliform bacteria, Salmonella and other 16 items. Fifteen production units from six provinces including Guangdong, Guangxi, and Jiangsu were involved, and no non-conforming products were found.

3、 Regarding requirements

In response to the issues identified during the national supervision and inspection of product quality, relevant provincial market supervision departments should promptly organize the handling of supervision and inspection results in accordance with the requirements of the Food Safety Law, Product Quality Law, Regulations on the Administration of Industrial Product Production Licenses, Interim Measures for the Administration of Product Quality Supervision and Inspection, etc., and promptly enter the handling situation into the China Electronic Quality Supervision System (e-CQS). Measures such as sealing and seizing shall be taken in accordance with the law for non-conforming products found during supervision and spot checks, and it is strictly prohibited to continue selling them. For the production and sales units of unqualified products, it is necessary to clarify the rectification requirements, strictly supervise the implementation of rectification measures, and timely organize re inspections. For those who fail two consecutive spot checks, on-site inspections and follow-up spot checks should be carried out, verified, interviewed, dealt with seriously in accordance with the law, and key supervision should be implemented. Those suspected of committing crimes should be promptly transferred to judicial authorities. Serious illegal and dishonest enterprises shall be included in the list of serious illegal and dishonest enterprises for management in accordance with the law. The General Administration will strengthen the tracking and supervision of the disposal of spot check results.
