EU releases new directive on eco labeling for paint products

The European Union has released new EU Ecolabels for decorative coatings, functional coatings, and water-based aerosol spray paints, while also revoking Resolution 2014/312/EU issued in 2014. The new regulations will officially come into effect after being released on December 22, 2025, and the standard will be valid until December 31, 2032.

On December 22, 2025, the Official Journal of the European Union published Commission Resolution 2025/2607, which established new EU Ecolabels for decorative coatings, functional coatings, and water-based aerosol spray paints, and abolished Resolution 2014/312/EU issued in 2014. The new regulation will officially come into effect after its release, and the standard is valid until December 31, 2032.

Core content of the new regulations

1. Product classification refinement: The original "indoor and outdoor coatings and varnishes" will be divided into two categories: "decorative coatings, varnishes and related products" and "functional coatings and related products", and "water-based aerosol spray paint" will be added as the third category of products, assigned administrative codes 044, 056 and 057 respectively.

2. Environmental requirements upgrade: Strictly limit the content of volatile organic compounds (VOCs) and semi volatile organic compounds (SVOCs), and lower the VOC limit for indoor decorative coatings to 10g/L; New requirements have been added to prohibit harmful substances such as perfluorinated and polyfluorinated compounds (PFAS), phthalates, etc., with heavy metal impurities content below 0.01%.

3. Full life cycle control: It is required to reduce the environmental impact of products throughout the entire production, use, and disposal process, including the control of exhaust gas and wastewater emissions during the production of titanium dioxide, as well as circular economy indicators such as product utilization efficiency and recycling. It is also necessary to establish a full process traceability and verification program.

4. Transition period arrangement: Ecological labels obtained based on the old standards will remain valid for 18 months after the new regulations come into effect. Enterprises can choose to apply for certification according to the old or new standards within 2 months after the new regulations come into effect.

Suggestions for relevant enterprises: Firstly, they should quickly compare the specific standards for the three types of products in the appendix of the new regulations, carry out formula optimization, replace banned harmful substances, and control VOCs and other indicators to meet the standards; Secondly, it is necessary to prepare certification materials in advance, choose EU recognized testing institutions to conduct testing, and make reasonable use of the transition period to complete the update of ecological labels; The third is to pay attention to the update of the Candidate List of Substances of Very High Concern (SVHC) by the European Chemicals Agency (ECHA), in order to avoid compliance risks for products due to the addition of restricted substances.
