Saudi Arabia reports minimum energy efficiency standards and testing requirements for electronic displays

Saudi Arabia has released a draft standard for "Electronic Displays - Energy Efficiency, Testing, and Labeling Requirements", which applies to the minimum energy performance (MEPS) and testing requirements for electronic displays (including televisions, displays, and digital signage displays) with single-phase AC voltage of 230V, frequency of 60Hz, standardized DC input, and battery power supply as specified by SASO GSO 1899.
On March 17, 2026, Saudi Arabia issued the G/TBT/N/SAU/946/Add.1 supplemental notification via the WTO, revising Appendix (1) of the "Energy Efficiency Technical Regulation" (05-03-16-156). The amendment introduces a draft standard for "Electronic Displays - Energy Efficiency, Testing, and Labeling Requirements," applicable to the minimum energy performance (MEPS) and testing requirements of electronic displays (including televisions, monitors, and digital signage displays) with single-phase AC voltage of 230V, frequency of 60Hz, standardized DC input, and battery power supply, as specified in SASO GSO 1899.

Main Content
This draft standard consists of 9 chapters, including scope, normative document references, language and definitions, general requirements, minimum energy efficiency requirements (MEPS), acceptance criteria for labeling and market supervision, labeling and energy efficiency levels, labeling and instructions, registration requirements, as well as Appendix A and Appendix B. The main content is as follows:
1. The functional requirements listed in this draft standard only apply to televisions and displays, including: functional requirements (mandatory menu and settings menu, peak white brightness ratio), and rating declaration.
2. The Minimum Energy Efficiency Requirement (MEPS) is formulated based on the Highest Energy Efficiency Index (EELmax), and the energy efficiency level is determined according to the Energy Efficiency Index (EEI) specified in the standard.
3. The energy efficiency label is automatically generated by SASO's registration system, with dimensions of 70mm wide and 119mm high. The label should be hung on the front of the appliance or placed in a clearly visible location; Video advertising or technical promotional materials of any specific model of electronic display, including on the Internet, should include energy efficiency labels.
4. The information specified in this draft standard should be marked on the product nameplate in English or Arabic and English. Markings shall not be placed on removable parts of the equipment and shall be indelible, durable, and easily recognizable. Any energy efficiency related information added to any part of the product unit or packaging must not be ambiguous or lead to misunderstandings about product performance. The nameplate information includes: manufacturer's name and/or trademark, country of origin, model, rated voltage or rated voltage range (in V), rated frequency (in Hz), and screen diagonal length in centimeters and inches.
5. This draft standard references the following documents: Gulf State Standard "GCC AC Distribution System Standard Voltage and Frequency" (GSO 1889); European Union standard "Determination of power consumption for audio, video and related equipment - Part 1: General principles" (EN IEC 62087-1:2015); European Union standard "Determination of power consumption for audio, video and related equipment - Part 2: Signals and media" (EN IEC 62087-2:2015); European Union standard "Determination of power consumption for audio, video and related equipment - Part 3: Television" (EN IEC 62087-3:2015)
The proposed effective date for the new standard is July 1, 2027.
