Part 01

 

Current requirements of China RoHS

 

 

Products included in the standard catalog must meet both the limit requirements and labeling requirements, and complete the qualification assessment (voluntary certification or self declaration).

Products outside the standard catalog: Although they do not require qualification assessment, they must meet the labeling requirements.

 

According to the relevant provisions of the Implementation Arrangements for the Qualification Assessment System for the Restriction of Hazardous Substances in Electrical and Electronic Products, products listed in the standard management catalog must undergo qualification assessment for the restriction of hazardous substances in electrical and electronic products according to the implementation time mentioned above. There are two methods to choose from:

 

National Recommended RoHS Voluntary Certification

Apply to the national RoHS certification agency approved by the Certification and Accreditation Administration, submit application materials, conduct sample testing, and issue a certificate after passing the inspection. The certification body will upload the corresponding qualification assessment results to the China Electrical and Electronic Products Hazardous Substance Restriction Public Service Platform.

Supplier's Declaration of Conformity (Self-Declaration)

After the product producer evaluates that the product can meet the requirements of regulations and standards, they can complete the declaration on the China Public Service Platform for the Restriction of Hazardous Substances in Electrical and Electronic Products by submitting declaration information, authorization letters, technical support documents, and other materials.

 

 

Part 02

 

China RoHS Compliant Catalog Products

 

On May 28, 2026, the Ministry of Industry and Information Technology released the "Catalogue of Standards for the Restriction of Hazardous Substances in Electrical and Electronic Products (2026 Edition)". The types of products subject to RoHS control in China have been expanded to 33, with the first batch of 12 categories merged into 10 categories, and 23 new electronic and electrical products added.

 

First batch (originally 12 categories merged into 10 categories)

 

Product types: air conditioner, refrigerator, washing machine, electric water heater, printing, copying, scanning, fax and multifunctional all-in-one machine (original printer/copier/fax machine merged), television, monitoring equipment, microcomputer, mobile communication handheld device, telephone standalone machine

 

Implementation requirements: Implement immediately, control 10 substances according to the new regulations, and complete the qualification assessment conversion as soon as possible

 

New Categories (23 categories)

 

Product types: Industrial washing machinery, air purifiers, water dispensers, dishwashers, electric ovens, microwave ovens, rice cookers, vacuum cleaners, household gas fast water heaters, floor cleaning robots, projectors, smart speakers, electronic smart locks, servers, network switching equipment, smart watches and bracelets, headphones, portable power banks, reading and writing desk lamps, electric toys, electronic blood pressure monitors, blood glucose meters, hearing aids

 

Implementation requirements: Starting from August 1, 2027, it must meet the standards and be included in the qualification assessment management

 

In addition to adjusting the catalog products, the new regulations have also made significant updates to the "Exception List". The "Exception List (2026 Edition)" draws on the experience of exemption settings for hazardous substance control in electrical and electronic products internationally, connects with relevant international exemption requirements, and combines changes in control requirements of international environmental conventions to revise some application exception clauses, forming a total of 56 exception clauses in five categories.

 

According to the Management Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products, China's ROHS fully implements a control system of "compliance management catalog+qualification assessment+post supervision". Electrical and electronic products that enter the standard management directory must meet the requirements of harmful substance limit, undergo qualification assessment through voluntary certification or self declaration by the national government, and upload the qualification assessment results to the China ROHS public service platform for supervision by all sectors of society. Industry and information technology, market supervision and management, customs and other departments should strengthen supervision after product launch.

 

 

Part 03

 

China RoHS harmful substance limit requirements

 

Effective January 1, 2026, China's RoHS hazardous substance control will officially expand to 10 items. The content of 10 hazardous substances—lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs), and four phthalates—must comply with the limit requirements specified in mandatory national standards such as "Requirements on the Restriction of Hazardous Substances in Electrical and Electronic Products" (GB 26572-2025).

 

 

 

How to determine the content of harmful substances in products?

The content of hazardous substances in electrical and electronic products is tested according to the corresponding methods specified in the national standard "Determination of certain substances in electrical and electronic products" (GB/T 39560 series), which is equivalent to the IEC 62321 series standards to align with international practices. Part 05

 

China RoHS transitional arrangements

 

The mandatory national standard GB 26572-2025 "Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" will be officially implemented on August 1, 2027. Enterprises need to pay special attention to the following key timelines and requirements for China RoHS transition.

Inventory product conversion: For products that have completed conformity assessment according to the GB/T 26572-2011 standard before January 1, 2026, and continue to be manufactured or imported, enterprises must complete the conversion of conformity assessment by January 1, 2027, in accordance with GB/T 26572-2011 and its Amendment 1 or GB 26572-2025.  

Natural transition: Starting from August 1, 2027, for products that have been assessed according to GB/T 26572-2011 and its Amendment 1 and continue to be produced or imported, enterprises may complete the conversion of conformity assessment to the GB 26572-2025 standard through natural transition methods such as certificate renewal upon expiry or product changes.
