Japan revises food utensils, containers, and packaging standards, to be implemented in June 2026. The core change is to abolish multiple traditional single item detection methods, introduce total migration testing as a universal evaluation method, reconstruct the migration test solution preparation process, and optimize the standard structural system.
On May 11, 2026, Japan issued the WTO/SPS Supplement Notice G/SPS/N/JPN/1294/Add. 1, officially confirming the revision of the standards related to food utensils, containers, and packaging in the "Specification Standards for Food, Food Additives, etc.". The revised regulation was announced on May 30, 2025 and officially implemented on June 1, 2025. At the same time, a transition period was set up until June 1, 2030, to reserve compliance adjustment time for the industry.
This revision is led by the Japan Consumer Agency, and based on the relevant authorization of the Food Hygiene Law, it systematically integrates and optimizes the testing methods and standard system for food contact utensils, containers, and packaging.

1. Abolish multiple single detection methods for target substances, including xylene leaching test, strength test, heavy metal, arsenic, and n-hexane extraction test.
2. Add a general method. The comprehensive introduction of total migration testing, which measures the total amount of substances transferred from the sample to the food simulation solution, serves as a universal evaluation method for assessing material safety.
3. Refactoring the preparation process of migration test solution. Revise and integrate the preparation methods of evaporation residue and bisphenol A migration test solutions, which were originally dispersed in the material standard (Chapter D), into the general testing chapter (Chapter B).
4. Large scale cleaning classified according to usage standards. Delete redundant material and strength regulations for specialized containers for beverages, dairy products, and vending machines, and significantly streamline standard text. The deletion involves various types of usage clauses such as high-temperature sterilization containers, refreshing beverage containers, dairy utensil containers, vending machine containers, etc.
