The first national standard for special safety of fresh air purifiers in China, GB/T 4706.128-2025 "Safety of household and similar electrical appliances - Part 128: Special requirements for fresh air purifiers", is used in conjunction with GB/T 4706.1 and will be officially implemented from August 1, 2026.

China's first specialized national safety standard for fresh air purifiers, GB/T 4706.128-2025 "Safety of Household and Similar Electrical Appliances—Part 128: Particular Requirements for Fresh Air Purifiers," is to be used in conjunction with GB/T 4706.1 and will officially come into effect on August 1, 2026.  

 

With the increasing prominence of indoor air quality issues, fresh air purifiers, as essential devices for improving indoor environments, have seen rapid growth in market demand. Therefore, this standard has been established to regulate the safety requirements in the design, production, and use of fresh air purifiers, ensuring consumer rights and personal safety.

Use Product Scope

 

 

This standard specifies the safety requirements for household and similar fresh air purifiers. It covers the safety of household and similar fresh air purifiers with a rated voltage not exceeding 250V for single-phase appliances and 480V for other appliances.  

 

"Fresh air purifier" definition: An appliance that exchanges air with the outdoors during operation and directly supplies treated clean air to a room or area. It may include additional functions such as heat exchange, auxiliary heating, humidification, dehumidification, and other auxiliary features. Specific product types include:

Fresh air purifiers with other functions may have other parts of GB/T 4706 applicable to those functions (e.g., the air conditioning part applies to GB/T 4706.32).  

 

Fresh air purifiers not intended for general household use but which may still pose a risk to the public, such as those intended for use by non-professionals in shops, light industry, and farms, are also within the scope of this document.

Key Technical Requirements

Classification

Appliance type: The appliance shall be one of Class I, Class II, or Class III appliances. Compliance is determined by visual inspection and relevant additional tests.

Protection grade requirements: The protection grade of built-in appliances shall not be lower than IPX1; for appliances used outdoors or parts of appliances placed outdoors, the protection grade shall not be lower than IPX4.

Signs and Instructions

Marking: Added requirements for replaceable UV-C emitters, the use of aluminum wires, and replaceable fuses. Appliances with replaceable UV-C emitters shall be marked with the emitter model and the following warning:  

**Warning:** UV radiation can be hazardous to the eyes and skin. Do not operate the UV-C emitter outside the appliance.

Protection against access to live parts

Additional testing requirements: For parts that become accessible only after removing the cover during cleaning or user maintenance, measure the discharge 2 seconds after removing the cover.  

Additional shock protection check after installation as per instructions: For appliances with designated installation panels or covers that cannot be completed if missing, verify compliance according to 5.10 (after installation as per the instructions).

Leakage current and dielectric strength at operating temperature

Stationary Class I electric appliances: Leakage current shall not exceed 3.5 mA or 2 mA per kW of rated input power, whichever is the greater.

Appliances accessible to the public: The maximum leakage current shall not exceed 5 mA.

Appliances not accessible to the public: The maximum leakage current shall not exceed 10 mA.

Stationary class I electric appliances: the leakage current shall not exceed 3.5 mA or 2 mA per kW of rated input power, whichever is the greater.

Appliances accessible to the public: the maximum leakage current shall not exceed 5 mA.

Appliances not accessible to the public: the maximum leakage current shall not exceed 10 mA.

Abnormal operation

Requirements for abnormal operation of appliances equipped with auxiliary air heating devices have been added, such as restricted air flow, fan failure, and blocked air outlets.

Mechanical strength

Increased the mechanical strength requirements for panels made of materials at specific locations: For appliances easily accessible to the public, when the heating element is in direct contact with the accessible panel made of glass, ceramic, or similar materials, the impact energy applied to the panel is 2.0J.

Structure

Increased structural requirements are proposed for insulation, installation, thermal circuit breakers, structures with UV-C emitters, expanded foam materials, etc.  

**Mounting and fixing requirements:** Appliances intended for fixed installation shall be designed to be securely mounted and retained in position, with compliance verified by visual inspection and relevant tests.  

**Power-off and power-on requirements:** After the appliance is powered off during operation, no manual reset of any temperature controller shall be required. Upon visual inspection after power-off and subsequent power restoration, the appliance shall restart without requiring any manual reset operation.  

**Interlock switch for protection against contact with live parts:** It shall be connected in the input circuit. Compliance shall be verified by visual inspection and testing with probe B of IEC 61032, ensuring the probe cannot activate the switch.

Component

During user maintenance, interlock switches used to prevent contact with live parts shall:

open all poles, unless the secondary circuit is supplied by an isolating transformer;

have contact gaps complying with the requirements for full disconnection according to IEC 61058-1.

Compliance is checked by inspection.

Power Connection and External Flexible Cord

Add the restricted use requirements for power supply cords with plugs: The appliance may be provided with a power supply cord fitted with a plug:  

If the power supply cord fitted with a plug is intended for indoor use only;  

If the marked rated current of the appliance is 25A or less.  

Add the requirements for power supply cords intended for outdoor use: For parts of the appliance used outdoors, the power supply cord shall be not lighter than chloroprene sheathed flexible cord (cord No. 57 in IEC 60245).

Heat-resistant and flame-retardant

Added heat resistance requirements for particulate foam materials: External parts made of expanded polypropylene (EPP) and expanded polystyrene (EPS), which do not support live parts, with a thickness of at least 8mm and a density within the range of 55-250kg/m³, must pass a specific ball pressure test. After the test, the material thickness should not be less than 50% of the initial thickness, and not less than 4mm.

Rust prevention

Increased the anti-rust requirements for iron components with plating.

Radiation, toxicity and similar hazards

Ozone concentration limit: For fresh air purifiers equipped with ozone generation devices, the standard strictly limits the ozone concentration: during normal operation, the ozone concentration percentage shall not exceed 5×10⁻⁶ (i.e., 0.5 ppm). The ozone concentration measurement point during testing shall be positioned 50 mm from the appliance's air outlet, with continuous testing conducted for 24 hours.  

Ultraviolet safety: The appliance shall not emit hazardous levels of ultraviolet radiation: when powered at the rated supply, it must comply with the exempt class (RGO) requirements for actinic ultraviolet hazard (Es) and near-ultraviolet hazard (E_UVA) as specified in GB/T 30117.1-2024.
