EU POPs regulation officially adds control over chlorpyrifos, increasing the number of restricted substances to 33

On September 10, 2026, the European Commission officially issued revised Regulation (EU) 2026/1423, which includes Chlorpyrifos in Annex I, Part A of the EU POPs Regulation. At this point, the restricted substances in Part A of Appendix I of the POPs regulations have been updated to 33 items.

On September 10, 2026, the European Commission officially published Commission Delegated Regulation (EU) 2026/1423, adding chlorpyrifos to Part A of Annex I to the EU POPs Regulation, and the regulation entered into force on September 30, 2026, the 20th day after its publication. As of now, the number of restricted substances in Part A of Annex I to the POPs Regulation has been updated to 33.

Specific exemptions for intermediate use or other specifications

For the purposes of this paragraph, point (b) of Article 4(1) applies to substances, mixtures or articles where the concentration of chlorpyrifos is equal to or below 0.01 mg/kg (0.000001% by weight).

Scope of application: The controlled objects cover all products containing chlorpyrifos, including but not limited to textiles, plastics, rubber, coatings, wood treatment products, building materials, and consumer goods.
