Market Access and Conformity Assessment Requirements for Iran

The Iranian National Bureau of Standards (INSO) is authorized by the Iranian government to formulate market access policies and conformity assessment systems for imported products. Imported products within its mandatory scope must undergo conformity assessment in accordance with the requirements of the Iranian import goods conformity assessment system. Only after obtaining a Certificate of Conformity (COC) issued by INSO can they smoothly clear customs and enter the Iranian market.
1、 Market Access Requirements for Iran
The Iranian National Bureau of Standards (INSO) is authorized by the Iranian government to formulate market access policies and conformity assessment systems for imported products. Imported products within its mandatory scope must undergo conformity assessment in accordance with the requirements of the Iranian import goods conformity assessment system. Only after obtaining a Certificate of Conformity (COC) issued by INSO can they smoothly clear customs and enter the Iranian market.
2、 The Product Scope and Conformity Assessment Model of Iran's Conformity Assessment System
Iran's INSO has released a mandatory conformity assessment system product standard list, which includes mechanical and metallurgical, electronic appliances, measuring instruments, precious metals, medical, automotive, construction and mineral, chemical, food, agriculture, textiles, leather, packaging materials, etc. Optional conformity assessment methods include:
1. Pre shipment inspection at the origin+compliance certification
2. Target Port Inspection+Compliance Certification
3. Registration certificate+compliance certification
4. Production line and national project compliance certification
5. Other methods: suitable for motorcycle or automotive components, loose parts, etc
Different export products can be selected according to regulatory requirements, based on shipment frequency, product category, and other applicable conformity assessment methods. Taking household appliance products as an example, Chinese export enterprises generally choose the origin pre shipment inspection method in the Iran import goods conformity assessment system. According to this method, exported products must comply with the technical regulations and standards requirements stipulated by INSO, and undergo pre shipment inspection by approved inspection agencies to obtain an inspection certificate (COI). Some household appliance products also need to meet Iran's energy efficiency standards and be labeled with energy efficiency labels. Based on this, exported products can obtain a Certificate of Conformity (COC) issued by INSO and smoothly clear customs to enter the Iranian market.

The process of pre shipment inspection at the place of origin is as follows:
