Answer: Self monitoring refers to the environmental monitoring activities organized by the polluting unit in accordance with relevant laws, regulations, and technical specifications, in order to grasp the pollutant discharge status of the unit and its impact on the surrounding environmental quality. The main points are as follows:
(1) Develop a self monitoring plan in accordance with the industry self monitoring guidelines issued by the Ministry of Ecology and Environment (for those without industry technical guidelines or those not specified in the industry self monitoring technical guidelines, refer to the General Principles of the Technical Guidelines for Self Monitoring by Polluting Units (HJ 819-2017)). The design of the monitoring plan should comprehensively consider factors such as water and air pollutants, noise, solid waste generation and treatment, etc; The pollutant indicators to be monitored should at least include the indicators clearly required by the national or local pollutant emission (control) standards, environmental impact assessment documents and their approvals, pollution discharge permits, and other relevant management regulations implemented by the corresponding pollution sources.
The monitoring plan should also include a schematic diagram of monitoring points, sampling and sample preservation methods, monitoring instruments, quality control measures, etc. When there are changes in the emission standards, discharge outlet locations, monitoring points, monitoring indicators, monitoring frequency, monitoring technology, pollution sources, production processes or treatment facilities, the monitoring plan should be updated in a timely manner.
(2) Self monitoring activities can be carried out using our own personnel, premises, and equipment, or other qualified inspection (monitoring) institutions can be commissioned to carry out on behalf of us. The monitoring factors and frequency meet the standards, and the monitoring implementation and recording are standardized and complete, with complete quality control measures.
The manual monitoring record information includes: manual monitoring date, sampling and measurement methods, monitoring results, etc.
Automatic monitoring and operation records include: automatic monitoring and auxiliary equipment operation status, system calibration, verification records, regular comparison monitoring records, maintenance records, fault repair records, inspection dates, etc.
(3) Establish a self-monitoring quality management system, and ensure and control monitoring quality in accordance with relevant technical specifications.
(4) Make good records of monitoring related data, take responsibility for the authenticity and accuracy of monitoring data, do not forge or tamper with data, store it according to regulations, publicly disclose it on the national pollution source monitoring information management and sharing platform, and disclose the monitoring results to the public in accordance with relevant regulations.
