1. Guiding Catalogue for Industrial Structure Adjustment (2024 Edition)

The Catalogue (2024 Edition) consists of three categories: encouragement, restriction, and elimination. Encouragement mainly refers to technologies, equipment, and products that have an important promoting effect on economic and social development, which are conducive to the conservation and intensive use of natural resources and the green and low-carbon transformation of industries, helping to achieve carbon peak and carbon neutrality. Among them, there are 13 encouragement categories related to the environmental protection industry, including air pollution control and carbon reduction, ecological environment restoration and resource utilization, urban sewage and garbage treatment, etc. Effective from February 1, 2024.

 

2. Measures for the Supervision and Administration of Investment Projects within the Central Budget

In order to strengthen the supervision and management of investment projects within the central budget, standardize project implementation and fund utilization, and ensure and improve the comprehensive efficiency of investment within the central budget, this method is formulated in accordance with relevant regulations such as the Government Investment Regulations. These Measures shall apply to the supervision and management of fixed assets investment projects supported by investment within the central budget arranged by the National Development and Reform Commission. The supervision and management referred to in these Measures refers to the daily management, monitoring and scheduling, supervision and inspection, and post evaluation carried out by relevant entities on the construction and implementation of investment projects within the central budget, as well as the issuance, decomposition, fund arrangement, and use of corresponding annual investment plans within the central budget. This method shall come into effect on February 1, 2024.

 

3. Guidelines for Ecological Environment Informatization Standard System (HJ511-2024)

In order to implement the Environmental Protection Law of the People's Republic of China, further improve the ecological environment informatization standard system, and promote the ecological environment informatization work, this standard is formulated. This standard specifies the composition and hierarchical structure of the ecological environment informatization standard system, outlines the logical relationships between each subsystem, and compiles a detailed list of ecological environment informatization standards. This standard will be implemented from February 1, 2024.

 

4. Basic Dataset of Fixed Pollution Sources Part 1 Basic Information (HJ 1346.1-2024)

In order to implement the Environmental Protection Law of the People's Republic of China and the Regulations on the Administration of Pollutant Discharge Permits, promote the standardization of ecological environment information, this standard is formulated. This standard specifies the technical requirements for the metadata of the fixed pollution source basic information dataset and the metadata of related data elements. This standard will be implemented from February 1, 2024.

 

5. "Regulations for the Management of Ecological Environment Archives - Emission Source Control" (HJ8.4-2023)

In order to implement the Environmental Protection Law of the People's Republic of China, the Archives Law of the People's Republic of China, and the Measures for the Management of Environmental Protection Archives, strengthen the scientific management of emission source control archives, standardize the work of emission source control archives, and serve the needs of the development of ecological environment protection, this standard is formulated. This standard specifies the basic requirements for the entire process management of the formation, accumulation, organization, archiving, and management, development, and utilization of documents and materials that are directly generated in emission source control work and activities and have utilization value and should be archived. This standard will be implemented from February 1, 2024.

 

6. "Ecological Environment Archives Management Specification Nuclear and Radiation Safety" (HJ8.6-2023)

In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution, the Nuclear Safety Law of the People's Republic of China, the Archives Law of the People's Republic of China, and the Measures for the Management of Environmental Protection Archives, strengthen the scientific management of nuclear and radiation safety archives, this standard is formulated. This standard specifies the basic requirements for the entire process management of the formation, accumulation, organization, archiving, and management of documents and materials that are directly generated in nuclear and radiation safety work and activities, have utility value, and should be archived and preserved, as well as the development and utilization of archives. This standard will be implemented from February 1, 2024.

 

7. Radiation Safety and Protection for Radioactive Logging (HJ 1325-2023)

In order to implement laws and regulations such as the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution and the Regulations on the Safety and Protection of Radioisotopes and Radiation Devices, safeguard human health, protect the ecological environment, and standardize the radiation safety and protection management of radioactive logging, this standard is formulated. This standard specifies the radiation safety and protection requirements that should be followed for radioactive logging activities in oil and gas fields. This standard will be implemented from February 1, 2024.

 

8. Technical Specification for Acceptance of Environmental Protection Facilities upon Completion of Construction Projects - Nuclear Technology Utilization (HJ 1326-2023)

In order to implement the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution and the Regulations on the Safety and Protection of Radioisotopes and Radiation Devices, standardize the acceptance work of environmental protection facilities for nuclear technology utilization projects, prevent and control radioactive pollution, protect the ecological environment and personnel radiation safety, this standard is formulated. This standard specifies the acceptance procedures, self inspection, monitoring, report preparation, and subsequent work requirements for the acceptance of environmental protection facilities upon completion of nuclear technology utilization new, modified, and expanded projects, as well as the final acceptance of retired projects. This standard will be implemented from February 1, 2024.

1. Management Measures for Chemical Industry Parks in Shandong Province

In order to further strengthen and standardize the management of chemical parks and professional chemical parks, this method is formulated in accordance with the "Management Measures for Construction Standards and Accreditation of Chemical Parks (Trial)" (Ministry of Industry and Information Technology Lianyuan [2021] No. 220) and the "Management Measures for Expansion of Chemical Parks in Shandong Province (Trial)" (Lu Zheng Ban Zi [2022] No. 118) and other documents. This method applies to chemical industrial parks and professional chemical industrial parks announced by the provincial government. This method shall come into effect on February 1, 2024 and shall be valid until January 31, 2029.

 

2. Management Measures for Groundwater in Yunnan Province

In order to strengthen groundwater management, prevent groundwater overexploitation and pollution, ensure groundwater quality and sustainable utilization, and promote ecological civilization construction, this method is formulated in accordance with laws and regulations such as the Water Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, the Regulations on the Administration of Water Access Permits and Water Resource Fee Collection, and the Regulations on Groundwater Management, combined with the actual situation of Yunnan Province. This method shall come into effect on February 1, 2024.

 

3. Management Measures for Soil Environment of Agricultural Land in Sichuan Province

In order to strengthen the supervision and management of the ecological environment of agricultural land in the province, protect the soil environment of agricultural land, and control the environmental risks of agricultural land, this method is formulated in accordance with laws and regulations such as the Soil Pollution Prevention and Control Law of the People's Republic of China and the Soil Pollution Prevention and Control Regulations of Sichuan Province. This method applies to activities related to the prevention and control of soil pollution on agricultural land and their supervision and management within the administrative region of Sichuan Province. This method will come into effect on February 1, 2024, and is valid for 5 years.

 

4. Management Measures for Soil Environment of Construction Land in Sichuan Province

In order to strengthen the supervision and management of soil ecological environment in construction land throughout the province, prevent and control soil environmental risks in construction land, and ensure the safety of human settlements, this method is formulated in accordance with relevant requirements such as the Soil Pollution Prevention and Control Law of the People's Republic of China, the Soil Pollution Prevention and Control Regulations of Sichuan Province, and the Guidelines for the Review of Soil Pollution Status Investigation, Risk Assessment, Risk Control, and Remediation Effect Assessment Reports on Construction Land, combined with the actual situation in Sichuan Province. This method will come into effect on February 1, 2024, and is valid for 5 years.

 

5. Measures for Soil Environment Management of Industrial and Mining Land in Sichuan Province

This method is applicable to the environmental status investigation, environmental impact assessment, construction and operation management of pollution prevention and control facilities, investigation of soil pollution hazards, environmental monitoring and risk assessment, pollution emergency, risk control and restoration, and related ecological environment supervision and management of soil and groundwater used by key supervision units engaged in industrial and mining production and operation activities within the administrative region of Sichuan Province. This method does not apply to land used for mining operations, centralized storage and landfill sites for solid waste. This method will come into effect on February 1, 2024, and is valid for 5 years.

 

6. "Classification Plan for Sound Environment Functional Zones in the Central Urban Area of Dazhou"

In order to prevent and control environmental noise pollution, protect and improve the living environment, and ensure people's physical health, in accordance with the Environmental Protection Law of the People's Republic of China, the Noise Pollution Prevention and Control Law of the People's Republic of China, the Quality Standards for Sound Environment (GB3096-2008), the Technical Specifications for the Classification of Sound Environment Functional Zones (GB/T 15190-2014), and the Notice of the General Office of the Ministry of Environmental Protection on Strengthening and Standardizing the Management of Sound Environment Functional Zones This plan is formulated in accordance with relevant regulations such as the Environmental Protection Office's Atmospheric Letter [2017] No. 1709 and the actual situation of Dazhou City. 7. Chongqing Municipal Measures for the Prevention and Control of Noise Pollution

In order to prevent and control noise pollution, ensure public health, protect and improve the living environment, maintain social harmony, promote ecological civilization construction, and promote sustainable economic and social development, this method is formulated in accordance with laws and regulations such as the Noise Pollution Prevention and Control Law of the People's Republic of China and the Chongqing Environmental Protection Regulations, combined with the actual situation of this city. These measures are applicable to the prevention and control of noise pollution within the administrative area of this city. If there are other provisions in laws and regulations, they shall prevail. This method shall come into effect on February 1, 2024.

 

8. List of Construction Projects Not included in Environmental Impact Assessment Management in Chongqing (2023 Edition)

9. Measures for the Classification and Management of Domestic Waste in Qinhuangdao City

The People's Government of Qinhuangdao City has issued the "Qinhuangdao City Household Waste Classification Management Measures", which are applicable to the source reduction, classified disposal, classified collection, classified transportation, classified treatment, resource utilization, management, service, supervision and other activities of household waste in urban areas of this city. 11. Management Measures for Sponge City Construction in Jiaozuo City

The sponge city referred to in the method refers to the urban development mode of strengthening urban planning, construction and management, fully leveraging the absorption, storage, and slow-release effects of ecological systems such as buildings, roads, green spaces, and water systems on rainwater, effectively controlling rainwater runoff, and achieving natural accumulation, infiltration, and purification. This method shall come into effect on February 1, 2024.

 

12. Shenyang Hunhe River Protection and Management Measures

The method clearly states that ecological protection in the Hunhe River region should adhere to the combination of natural restoration and artificial restoration, coordinate planning, adapt to local conditions, and adopt comprehensive prevention and control measures in accordance with the law to improve the ecological environment carrying capacity and natural water purification capacity of the Hunhe River. The competent departments of agriculture, rural areas, and ecological environment in the city shall strengthen the prevention and control of agricultural non-point source pollution in accordance with their respective responsibilities, provide scientific guidance to planting and aquaculture industries that may cause river pollution, and achieve non-toxic production. 13. Measures for Public Participation in Ecological Environment Protection in Jiangsu Province

18. Shanxi Province Landmark "Emission Standards for Air Pollutants in Refractory Industry" (DB14 2800-2023)

This document specifies the requirements for air pollutant emission control, monitoring, and supervision management in the refractory material industry. 19. Shanxi Province Landmark "Emission Standards for Air Pollutants in Industrial Coating Processes" (DB14 2801-2023)

This document specifies the requirements for air pollutant emission control, monitoring, and supervision management in industrial painting processes. This document is applicable to the management of atmospheric pollutant emissions in the industrial coating process of existing enterprises within the administrative region of Shanxi Province, as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, issuance of pollution discharge permits, and atmospheric pollutant emissions management after the industrial coating process in construction projects is put into operation. This standard will be implemented from February 2, 2024.

 

20. Management Measures for the Whole Process of Comprehensive Land Improvement in Zhejiang Province (Trial)
