According to Announcement No. 6 of 2023 issued by the National Health Commission (NHC) of the People's Republic of China, five food contact material product standards (plastic, metal, rubber, composite materials, ink) will be fully implemented on September 6, 2024, and the corresponding old version standards will be abolished.

The new national standard requirements for food contact materials are about to be implemented. Relevant enterprises are reminded to pay attention that after the FCM new national standard is officially implemented, products produced according to the old version of the standard before the implementation date (September 6, 2024) can continue to be sold, while products produced after the date must meet the requirements of the new version of the standard before they can be produced and sold.

5 key contents of FCM new national standard
01. GB 4806.7-2023 Plastic materials and products for food contact
Scope of application
Resin, resin blends, plastic materials (various plastic particles, chips, masterbatch, sheets), plastic products, uncured thermoplastic elastomer materials and products. It is also applicable to starch based plastic materials and products used in food contact.
Main changes and requirements
Sensory requirements: Consistent with the 2016 version of the old standard.
Total migration: For starch based plastics with a starch content of ≥ 40%, if the total migration exceeds the limit, add a chloroform extraction step. This step can improve the overall migration qualification rate.
Potassium permanganate consumption: Starch based plastics with a starch content of ≥ 40% do not require this measurement.
Heavy metals (calculated as Pb): consistent with the old standard of 2016 version.
Aromatic primary amine migration: Newly added project, the total migration amount must not be detected (detection limit 0.01mg/kg).
The EU refers to this project as "Primary Aromatic Amine Migration (PAA)", and the EU's migration limit is also not detectable. However, the EU requires a detection limit of 0.002mg/kg for individual substances, which is very strict. Nylon kitchenware is almost reported as violating this project every month. It is recommended to focus on investigating the risk of aromatic amines for colored plastics, composite plastics, and nylon kitchenware products.
Discoloration test: Updated detection method, new method uses color cards, more objective and accurate.

02. GB 4806.9-2023 Metallic Materials and Articles for Food Contact
Scope of application
Metal materials and products for food contact, including various metal coatings and alloys.
Main changes and requirements
Terms and definitions: Add new terms and definitions for alloy elements and impurity elements, and modify the definition of metal coatings.
Raw material requirements: newly added requirements for metal surface treatment; New requirements for the composition of metal materials; Delete the regulations on the shape and purpose of stainless steel materials; Increase the requirement for consistency between the composition of the substrate and coating, as well as the identification grade or composition; Add clauses on metal composition detection methods.
Physical and chemical indicators: The migration amount of elements has changed from stainless steel (5 types) and other metals (3 types) to impurity elements (4 types)+alloy elements (9 types), and the detection standard is unified as GB 31604.49.
Other technical requirements: Add relevant standard regulations for coatings, inks, and/or adhesives; The limit requirement for tin in newly added tin plated thin steel plate containers shall comply with the provisions of GB 2762.
Other: New requirements for testing reusable products have been added to the migration experiment; Stainless steel and other materials are specified separately; Delete special usage requirements; Modify the label identification description.
Appendix: Selection of unified food simulants and migration test conditions, based on expected exposure to food categories and usage conditions.
03. GB 4806.11-2023 Rubber materials and products for food contact
Scope of application
Suitable for rubber materials and products in contact with food, including natural rubber, synthetic rubber, or vulcanized thermoplastic elastomers.
Main changes and requirements
Scope of application: Delete silicone rubber materials and products.
Terms and definitions: Delete the term and definition of "natural rubber".
Raw material requirements: Increase requirements for the use of additives.
Physical and chemical indicators: Increase the requirement for total migration of aromatic primary amines, which must not be detected, with a detection limit of 0.01mg/kg. Increase the requirement for the total migration amount of N-nitrosamine and N-nitrosamine products, which cannot be detected. The detection limits are 0.01mg/kg and 0.1mg/kg, respectively.
Other technical requirements: Rubber materials and products used in food contact with materials such as coatings, inks, and/or adhesives should also comply with the corresponding national food safety standards.
Other: The migration experiment modified the regulations for simulating oily food; Added regulations on the frequency of high potassium sulfate consumption tests.
Appendix: Modify the polymer names and related requirements in Appendix A, and delete Appendix A2.
04. GB 4806.13-2023 Composite materials and products for food contact
Scope of application
The new standard will expand the scope of control to various composite materials and products used in contact with food. Composite materials refer to food contact materials and products that are composed of two or more layers of different materials or materials of the same material through bonding, hot melting, or other methods. Common ones include coated paper cups, non stick pans (metal+coating), composite packaging film bags and boxes, etc.
Main changes and requirements
Standard name: changed from "Hygiene Standard for Composite Food Packaging Bags" to "National Food Safety Standard for Composite Materials and Products in Contact with Food"
Scope of application: Expand the scope of application to various composite materials and products used in contact with food.
Terminology and definitions: Add terminology and definitions for composite materials and products used in food contact.
Raw material requirements: Resin: New basic resin, additives, and other raw material requirements have been added
Sensory requirements: Modify sensory requirements to meet the requirements of direct contact with the food layer
Physical and chemical indicators: General physical and chemical indicators: comply with the general physical and chemical indicators of each layer, including total migration amount, potassium permanganate consumption, heavy metals (calculated as Pb), and decolorization tests carried out according to the direct contact layer; Other physical and chemical indicators: regulations on specific migration limits and other physical and chemical indicators have been added, as well as relevant regulations on coatings, inks, and/or adhesives.
Other technical requirements: Add relevant standard regulations for coatings, inks, and/or adhesives.
Microbial limit: Newly added microbial limit requirements.
Other: Migration experiments shall be conducted in accordance with GB 31604.1 and GB 5009.156; The label identification complies with the provisions of GB 4806.1; Special requirement: Each material category should be labeled in the order from the outer layer to the layer in direct contact with the food, separated by slashes, including adhesives, coatings, and inks. Special usage requirements should be indicated in the product information.
05. GB 4806.14-2023 Ink for Food Contact Materials and Products
Scope of application
The new standard applies to ink used in food contact materials and products, as well as the printing ink layer formed by it, including varnish used in conjunction with the ink. The ink used in other printed materials, such as books, newspapers, letters, etc., is not within the scope of management of this standard and does not need to comply with the requirements of this standard.
According to whether it comes into direct contact with food, ink is divided into two categories: "direct contact ink for food" (hereinafter referred to as direct ink) and "indirect contact ink for food" (hereinafter referred to as indirect ink).
Requirements for Direct Ink
Raw material requirements: Raw materials and additives should be substances approved for use in GB 2760 and related announcements.
Sensory: There is no peeling or sticking of the ink layer, and there is no abnormal odor or impurities. (This applies to the printing ink layer, not liquid ink)
Soaking solution: The soaking solution obtained from the migration test should not have any sensory deterioration such as abnormal coloring, turbidity, precipitation, or odor.
Heavy metal residue indicators (based on ink dry weight): lead ≤ 10mg/kg, mercury ≤ 10mg/kg, cadmium ≤ 5mg/kg, chromium ≤ 25mg/kg, arsenic ≤ 5mg/kg.
Physical and chemical indicators of printing ink layer: total migration ≤ 10mg/dm2, potassium permanganate consumption ≤ 10mg/kg, heavy metals (calculated as Pb) ≤ 1mg/kg, and total migration of aromatic primary amines must not be detected (detection limit 0.01mg/kg).
Requirements for indirect ink
Raw material requirements: ① Basic raw materials approved by China for use in food contact materials should be used. ② Additives should comply with the requirements of GB 9685 and relevant announcements Colorants based on lead, mercury, cadmium, chromium (VI), arsenic, antimony, selenium or their compounds should not be used. The coloring agents used should meet the purity requirements of GB 9685 for coloring agents Direct ink raw materials and additives can be used.
