Starting from February 1, 2025, multiple environmental laws, regulations, environmental norms, and local standards will be officially implemented, covering multiple fields such as coal, garbage removal, sewage outlet management, marine ecology, and construction waste. Some local documents and standards will also be implemented on the same day or later.

National documents and standards
1. Regulations on the Overall Planning and Management of Coal Mining Areas
In order to standardize the order of coal resource exploration and development, protect and rationally develop and utilize coal resources, and ensure energy security and stable supply, this regulation is formulated in accordance with relevant laws and regulations such as the Coal Law of the People's Republic of China. This regulation applies to the overall planning of coal mining areas approved by the National Development and Reform Commission. This regulation shall come into effect on February 1, 2025.
2. Occupational Skills Standards for Garbage Disposal Workers (CJJ/T 323-2024)
The main technical content of the standard is: 1. General principles; 2. Terminology; 3. Basic regulations; 4. Occupational skill standards for household waste removal workers; 5. Occupational skill standards for kitchen waste removal workers; 6. Occupational skill standards for large-scale garbage removal workers; 7. Vocational skill standards for garden waste removal workers; 8. Occupational skill standards for decoration waste removal workers; 9. Occupational skill standards for fecal cleaning workers. This standard will be implemented from February 1, 2025.
3. Technical Guidelines for Supervision and Management of Discharge Outlets into Rivers and Seas (HJ 1406-2024)
In order to implement the Marine Environmental Protection Law of the People's Republic of China, the Regulations of the People's Republic of China on the Prevention and Control of Pollution Damage to the Marine Environment from Land based Pollutants, the Regulations of the People's Republic of China on the Prevention and Control of Pollution Damage to the Marine Environment from Coastal Engineering Construction Projects, and the Measures for the Supervision and Management of Discharge Outlets into the Sea (Trial), guide and standardize the setting and demonstration of discharge outlets into the sea, prevent and control marine environmental pollution, this standard is formulated. This standard will be implemented from February 1, 2025.
4. Technical Guidelines for Supervision and Management of River and Sea Discharge Outlets - Water Quality Fluorescence Fingerprint Traceability Method (HJ 1407-2024)
This standard is formulated to implement the Environmental Protection Law of the People's Republic of China, the Water Pollution Prevention and Control Law of the People's Republic of China, and the Marine Environmental Protection Law of the People's Republic of China, and to standardize the fluorescence fingerprint traceability technology for water quality at river discharge outlets. This standard specifies the technical process, technical requirements, and specific requirements for recording the results of the fluorescence fingerprint traceability method for water quality at river discharge outlets. This standard will be implemented from February 1, 2025.
5. Technical Guidelines for Environmental Impact Assessment - Marine Ecological Environment (HJ 1409-2025)
In order to implement the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Marine Environmental Protection Law of the People's Republic of China, and the Regulations on the Management of Environmental Protection for Construction Projects, guide and regulate the work of marine ecological environment impact assessment for construction projects, promote marine ecological environment protection, this standard is formulated. This standard specifies the general principles, work procedures, content, methods, and requirements for marine ecological environment impact assessment. This standard will be implemented from February 1, 2025.
Local documents and standards
1. Yunnan Province Construction Waste Management Measures (Trial)
In order to strengthen the management of construction waste, promote source reduction and resource utilization, protect and improve the ecological environment, safeguard public health, and promote sustainable economic and social development, this method is formulated in accordance with laws, regulations, and rules such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Soil and Water Conservation Law of the People's Republic of China, the Solid Waste Pollution Prevention and Control Regulations of Yunnan Province, and the Urban Construction Waste Management Regulations, combined with the actual situation of Yunnan Province. These measures shall come into effect on February 1, 2025.
2. Regulations on Urban Drainage and Sewage Treatment in Henan Province
In order to strengthen the management of urban drainage and sewage treatment, ensure the safe operation of urban drainage and sewage treatment facilities, prevent and control urban water pollution and waterlogging disasters, enhance urban safety resilience, ensure the safety of citizens' lives, property and public safety, and protect the environment, this regulation is formulated in accordance with the Water Pollution Prevention and Control Law of the People's Republic of China, the Regulations on Urban Drainage and Sewage Treatment of the State Council and other laws and administrative regulations, combined with the actual situation of Henan Province. This regulation shall come into effect on February 1, 2025.
3. List of Administrative Law Enforcement for Ecological Environment in Sichuan Province: No Exemption, Mild, Reduced, or Severe Punishments
In order to thoroughly implement the Administrative Penalty Law of the People's Republic of China and the Administrative Penalty Measures for Ecological Environment, implement inclusive and prudent law enforcement, improve the level of law enforcement services, optimize the business environment, and further standardize ecological environment administrative law enforcement, this list is formulated. This list will come into effect on February 1, 2025 and is valid for 5 years.
4. Announcement of Anhui Provincial Department of Ecology and Environment on Entrusting the Implementation of Some Nuclear and Radiation Administrative Licenses
In order to further optimize the business environment and improve approval efficiency, in accordance with the provisions of the Administrative Licensing Law of the People's Republic of China, the Regulations on the Safety and Protection of Radioactive Isotopes and Radiation Devices, and the Measures for the Administration of Safety Licenses for Radioactive Isotopes and Radiation Devices, the Anhui Provincial Department of Ecology and Environment has entrusted the municipal ecological environment authorities with districts to implement some nuclear and radiation related administrative licenses and announce relevant matters. This announcement will be implemented from February 1, 2025.
5. Catalogue of Construction Projects for Approval of Environmental Impact Assessment Documents by Shaanxi Provincial Department of Ecology and Environment (2024 Edition)
Except for construction projects that are responsible for approving environmental impact assessment documents by the Ministry of Ecology and Environment, construction projects that cross districts and cities, as well as construction projects that require the preparation of environmental impact assessment reports (including projects with special provisions for the preparation of environmental impact assessment forms), shall be approved by provincial ecological and environmental departments. This notice shall come into effect on February 1, 2025 and shall be valid until January 31, 2030.
6. Management Measures for Domestic Waste Classification in Cangzhou City
In order to strengthen the classification and management of urban and rural household waste, improve the living environment, promote ecological civilization construction, and ensure sustainable economic and social development, this method is formulated in accordance with laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Circular Economy Promotion Law of the People's Republic of China, and the Regulations on the Classification and Management of Urban and Rural Household Waste in Hebei Province, combined with the actual situation of this city. These measures shall come into effect on February 1, 2025.
7. Measures for Prevention and Control of Noise Pollution in Haikou City
In order to prevent and control noise pollution, safeguard public health, protect and improve the living environment, maintain social harmony, promote ecological civilization construction, and promote sustainable economic and social development, this method is formulated in accordance with the "Noise Pollution Prevention and Control Law of the People's Republic of China" and other laws and regulations, combined with the actual situation of this city. These measures apply to the prevention and control of noise pollution within the administrative area of this city. These measures shall come into effect on February 1, 2025.
8. Management Measures for Automatic Monitoring of Pollution Sources in Anyang City
In order to strengthen the supervision and management of the pollution source automatic monitoring system, ensure the authenticity, accuracy, completeness, and effectiveness of the automatic monitoring data, and in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Regulations on the Administration of Pollutant Discharge Permits, combined with the actual situation of this city, these measures are formulated. The construction, installation, operation, maintenance, supervision and management of pollution source automatic monitoring systems within the administrative area of this city shall be subject to these measures. If there are no provisions in these measures, and there are already provisions in laws, regulations, and rules, those provisions shall prevail. These measures shall come into effect on February 1, 2025.
9. Regulations on Pollution Prevention and Control of Livestock and Poultry Breeding in Jinzhou City
In order to prevent and control pollution from livestock and poultry breeding, protect and improve the ecological environment, and promote the green development of livestock and poultry breeding, this regulation is formulated in accordance with laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, combined with the actual situation of this city. This regulation applies to the prevention and control of livestock and poultry breeding pollution for professional households and free range households within the administrative area of this city. This regulation shall come into effect on February 1, 2025.
10. Hainan Province landmark "Water Pollutant Discharge Standards for Rural Domestic Sewage Treatment Facilities" (DB46/483-2024)
This document specifies the terminology and definitions of rural domestic sewage and treatment facilities, water pollutant discharge control requirements, water pollutant monitoring requirements, and supervision and implementation. This document is applicable to the discharge management of water pollutants from rural domestic sewage treatment facilities with a design scale of less than 500 m3/d (excluding), and the discharge of water pollutants from rural domestic sewage treatment facilities with a design scale greater than 500 m3/d (including) shall comply with the relevant provisions of the "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (GB 18918). The discharge requirements of water pollutants from the domestic sewage treatment facilities of agricultural (forestry) teams shall be supervised and managed in accordance with this document. This standard will be implemented from February 1, 2025.
11. Hainan Province landmark "Boiler Air Pollutant Emission Standards" (DB46/622-2024)
This document specifies the requirements for controlling and monitoring the emission of atmospheric pollutants from boilers, as well as relevant regulations on standard implementation and supervision. This document applies to non power steam boilers, hot water boilers, organic heat carrier boilers, layer combustion furnaces, and coal throwing machine furnaces that use coal, oil, gas, and biomass as fuels. Boilers using coal, water coal slurry, coal gangue, petroleum coke, oil shale, etc. shall comply with the emission control requirements for coal-fired boilers in this document; Boilers using alcohol based fuels shall comply with the emission control requirements for oil fired boilers in this document; The emission control requirements for gas boilers in this document can be followed for the use of biogas boilers and gas direct combustion engines. This standard will be implemented from February 1, 2025.
12. Jiangxi Province landmark "Aquaculture Tail Water Discharge Standards" (DB36/1993-2024)
This document specifies the classification, emission limits and control requirements, monitoring requirements, result judgment, and standard implementation and supervision of the effluent discharge from closed aquaculture. This document is applicable to the management of tailwater discharge for large-scale pond aquaculture, facility fisheries, and other closed aquaculture within the administrative region of Jiangxi Province. This standard will be implemented from February 1, 2025.
13. List of Construction Projects Responsible for Approval of Environmental Impact Assessment Documents by the Ecological and Environmental Management Department of Zhejiang Province (2024 Edition)
According to the relevant provisions of the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on the Grading and Approval of Environmental Impact Assessment Documents for Construction Projects, the Environmental Protection Management Measures for Construction Projects in Zhejiang Province, and the Notice on Further Deepening the Reform of Environmental Impact Assessment (Environmental Impact Assessment [2024] No. 65), and with the approval of the provincial government, the "List of Construction Projects Responsible for the Approval of Environmental Impact Assessment Documents by the Provincial Ecological Environment Department (2024 Edition)" is now released. This notice shall come into effect on February 2, 2025.
14. Regulations on the Protection of Mangrove Forests in Zhuhai Special Economic Zone
The Regulation consists of five chapters and forty-one articles, clarifying that the protection scope includes mangrove nature reserves, mangrove wetlands outside of mangrove conservation areas, as well as migratory birds and various wild animals that inhabit, forage, and pass through mangrove wetlands, and clarifying departmental responsibilities. At the same time, the Regulation balances the relationship between resource protection and rational utilization, and clarifies that ecological tourism, ecological aquaculture, scientific research, popular science experience, and lawful franchise projects that meet the requirements of mangrove protection can be moderately carried out in mangrove wetlands. The Regulation supplements and improves legal responsibilities on the basis of higher-level laws, enhancing the rigidity of regulations. This regulation shall come into effect on February 2, 2025.
15. Henan Province Landmark "Technical Guidelines for Oil and Gas Recovery Online Monitoring System" (DB41/T 2778-2024)
This document provides guidance on the system composition, working and safety conditions, system functions, monitor performance indicators, system installation, functional testing, and acceptance of the oil and gas recovery online monitoring system. This document is applicable to the design, installation, inspection, and acceptance of online monitoring systems for oil and gas recovery in oil storage depots, gas stations, and tank trucks. This standard shall come into effect on February 6, 2025.
16. Catalogue of Construction Projects for Approval of Environmental Impact Assessment Documents by Provincial Ecological and Environmental Administrative Departments in Jiangsu Province (2025 Edition)
The General Office of the People's Government of Jiangsu Province has issued the "Catalogue of Construction Projects for Environmental Impact Assessment Documents Approved by Provincial Ecological Environment Administrative Departments in Jiangsu Province (2025 Edition)" (publicly released), which will come into effect on February 11, 2025 and be valid until February 10, 2030.
