The US FDA strengthens food packaging regulation, with PFAS materials receiving renewed attention!

The US FDA strengthens food packaging regulation and completely prohibits the use of PFAS containing food contact materials in paper and cardboard.
The US Food and Drug Administration (FDA) recently announced an important regulatory decision to revoke 35 PFAS food contact material notifications, as these companies have already notified the FDA in writing that they have ceased production, supply, or use of the listed food contact substances within the United States. This means that the FDA's comprehensive ban on the use of PFAS containing food contact materials in paper and cardboard will be further promoted.
PFAS stands for perfluorinated and polyfluoroalkyl substances, which are widely used due to their non stick, grease resistant, and waterproof properties. The FDA has authorized the following uses of this substance:
1. Do not touch pots, pans, and utensils;
2. Rubber O-rings and gaskets for food processing equipment;
3. Manufacturing aids added to food contact polymers;
4. Oil repellent is suitable for fast food packaging paper, microwave popcorn bags, takeaway cardboard containers, and pet food bags.
According to current FDA data, oil protectants in paper and cardboard can cause PFAS to migrate to food, potentially posing safety hazards. In 2024, after consultation with relevant manufacturers, the FDA has determined that substances containing PFAS will no longer be sold in the US market in the form of oil protectants (Article 4 above). According to the FDA's publication in the Federal Register on January 6, 2025, the relevant authorization has been revoked by the FDA.

- 2020
The FDA conducted a post market safety assessment and obtained data on potential safety hazards associated with short chain PFAS containing a substance called 6:2 fluoropolyol (6:2 FTOH). Subsequently, the FDA announced for the first time a voluntary agreement with multiple companies to gradually phase out the use of specific types of PFAS in food packaging.
- 2024
The FDA has confirmed that PFAS used for food oil resistant packaging has been fully withdrawn from the US market, completing the phase out plan initiated in 2020.
- 2025
The FDA announced in the Federal Register that 35 Food Contact Notices (FCNs) containing PFAS food contact substances as oil protectants for paper and cardboard food packaging are no longer valid.
