Thailand releases new energy efficiency regulations for room air conditioners, to be implemented from April 4, 2026

Thailand has issued new energy efficiency regulations for room air conditioners, requiring them to implement the energy efficiency requirements of Thai Industrial Standard TIS 2134-2566 (2022) from April 4, 2026.


On April 24, 2025, Thailand issued a notification G/TBT/N/THA/669/Add. 1 through the WTO, which issued the Ministerial Regulation B.E. 2568 (2025) on the energy efficiency requirements of industrial products for room air conditioners, requiring the mandatory implementation of the energy efficiency requirements of Thai Industrial Standard TIS 2134-2566 (2022) for room air conditioners from April 4, 2026. The final regulatory text has been published in the Thai government gazette and the WTO document system.

 

This regulation specifies that room air conditioners imported to Thailand must meet the technical specifications of TIS 2134-2566 (2022) standard, which specifically covers product energy efficiency levels, testing methods, and qualification assessment procedures.

According to the announcement from the Thai government, this standard will raise the current energy efficiency benchmark to the level required by the third phase of the ASEAN Energy Efficiency Framework Agreement, involving fixed frequency and variable frequency air conditioning products with a cooling capacity range of 8000-24000 BTU/h. The Thai Institute of Industrial Standards (TISI) requires manufacturers to obtain product energy efficiency labels through their authorized certification bodies from the effective date, and to label compliance marks on the product body and packaging. The technical documentation shows that the new standard sets higher thresholds for Seasonal Energy Efficiency Ratio (SEER) and Annual Energy Efficiency Ratio (AEER), while also adding evaluation requirements for the environmental performance of refrigerants.

After the implementation of this regulation, Chinese air conditioning export enterprises may face challenges such as technological upgrading pressure, extended certification cycles, and increased costs. Relevant enterprises should immediately conduct product compliance verification against TIS 2134-2566 (2022) standards, with a focus on verifying energy efficiency parameters and refrigerant technical indicators; Secondly, it is necessary to coordinate with Thai certification agencies in advance and reserve at least 6-12 months to complete the testing and registration process; The third is to optimize supply chain management, prioritize the selection of compressor and refrigerant suppliers that meet ASEAN environmental requirements, and ensure the completion of production line renovation and inventory adjustment before April 2026.
