Uzbekistan issues technical regulations to restrict harmful substances in electrical and electronic products

Uzbekistan has approved the Technical Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products, which stipulate restrictions and assessment requirements for the use of hazardous substances in electrical and electronic products, and will come into effect on February 15, 2026.

On August 15, 2025, the Cabinet of Uzbekistan issued Resolution No. 517, approving the "Technical Regulations on the Restriction of Hazardous Substances in Electrical and Electronic Products", which stipulated restrictions and assessment requirements for the use of hazardous substances in electrical and electronic products. The regulations will come into effect on February 15, 2026.

Main Content

（1） Scope of application of regulations

1. Applicable to electrical and electronic products placed on the market within the territory of the Republic of Uzbekistan, including household appliances (such as refrigerators, washing machines, microwaves, etc.), information technology equipment (such as personal computers, laptops, printers, etc.), communication equipment (such as mobile phones, routers, switches, etc.), lighting equipment (such as fluorescent lamps, LED lights, incandescent lamps, etc.), electronic toys (such as electronic game consoles, electric toy cars, etc.), medical equipment (such as electronic blood pressure monitors, medical X-ray machines, etc.), industrial equipment (such as power tools, industrial robots, etc.), and consumer electronics (such as digital cameras, audio equipment, etc.).

2. Scope of products not applicable: specialized equipment for national defense and security agencies, equipment with AC voltage above 1000V and DC voltage above 1500V not listed in Annex 1, components for specific purposes (such as photovoltaic panels, aerospace equipment, etc.), electrical equipment used only for specific modes of transportation (such as aviation, water transportation, railways, etc.), etc.

（2） Restriction on the use of harmful substances

1. The maximum allowable concentration of harmful substances in homogeneous materials (referring to materials with the same chemical composition and physical properties) during the production process of electrical and electronic products is specified as follows: cadmium 0.01%, lead, mercury, chromium, polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE), dioctyl phthalate (DEHP), benzyl butyl phthalate (BBP), dibutyl phthalate (DBP), and diisobutyl phthalate (DIBP) are all 0.1%.

2. Stricter restrictions have been set on specific harmful substances in specific products. For example, fluorescent lamps used for ultra wideband spectroscopy must not exceed a mercury content of 5 milligrams per lamp; For fluorescent lamps used for general lighting purposes, the mercury content shall not exceed 15 milligrams per lamp.

（3） Assessment and Certification Requirements

1. Compliance assessment requirements: Regulatory requirements require compliance assessment of electrical and electronic products to ensure compliance with regulatory requirements. The evaluation process includes key steps such as sample collection, detection, and testing. Specifically, manufacturers or importers need to randomly select representative samples from the production batch; Perform chemical analysis on these samples to detect whether the concentration of harmful substances meets the maximum allowable value specified; Prepare an evaluation report based on the test results, detailing the test data and evaluation conclusions of the samples.

2. Compliance assessment mode: The regulation specifies multiple modes of compliance assessment, including self declaration of compliance and third-party certification. Self declaration of conformity refers to manufacturers or importers declaring that their products comply with regulatory requirements after completing internal testing and evaluation, and providing corresponding technical documents and testing reports. Third party certification allows manufacturers or importers to entrust qualified third-party certification agencies to conduct testing and evaluation, and the third-party certification agency will issue a certification certificate to prove that the product meets regulatory requirements.

（4） Label and document requirements

1. Product user manual and technical documentation requirements: Regulations require that electrical and electronic products must be accompanied by detailed user manuals and technical documentation, which should include basic product information (such as name, model, main parameters and characteristics) and manufacturer details (such as name, address, contact information) to ensure product traceability. The user manual should also cover usage methods, installation steps, maintenance guidelines, and safety precautions to help users use and maintain the product correctly, extend its service life, and ensure safety. All documents must be written in the official language of Uzbekistan to ensure ease of understanding and use for local users.

2. Product labeling requirements: Regulations require that product labels must be clear, easy to read, and durable, ensuring that they will not be damaged or faded during product use. The label should use prominent fonts and durable materials, including key information such as product name, model, manufacturer information, production date, and compliance statement. If the product itself cannot directly label all information, it should be attached to the packaging or technical documentation to ensure that users can easily access it.
