Japan METI issues battery revision law

METI, the Ministry of Economy, Trade and Industry of Japan, issued the battery amendment law to abolish the 9th item of the specific table. The amendment is expected to be implemented in the middle of December 2022, with a transition period of 2 years.

On November 4, 2022, METI, the Ministry of Economy, Trade and Industry of Japan, issued the "Notice on Revising Part of the Ministerial Decree on the Interpretation and Determination of Electrical and Product Technical Standards" and the "Part of the Notice on Revising the Review Standards for the Disposal of the Minister of Economy, Trade and Industry in accordance with the Electrical and Material Safety Law". The battery revision law is intended to repeal Section 9 of the Special Table, and the deadline for soliciting opinions is December 3, 2022.

 

Amendment clauses mainly for lithium batteries:
1. Table 9 does not specify the method of monitoring the voltage of each cell in the battery pack, so it is recommended to abolish Table 9 and unify it to the latest version of IEC62133-2 matching J62133-2 in Table 12.
 

2. The revision background is as follows:
According to the safety investigation results of lithium-ion batteries, it is determined that there is no voltage detection for each cell/cell block in the lithium-ion battery pack;

In the interpretation of technical benchmark, there are relevant provisions on detecting the voltage of each electric cell/electric core block in Table 12 corresponding to the latest international standards, on the other hand, there is no explicit indication in Table 9;

Table 9 was added to the technical benchmark interpretation as a standard for lithium-ion batteries in 2008, and was made with reference to the current international specifications (IEC), but it was not modified later;

On the other hand, with the gradual normalization of the technical benchmark system in 2013, the old standards will be abolished in turn from the perspective of the integration of international norms;

On this basis, in order to prevent fire accidents caused by overcharging of lithium-ion batteries, it is recommended to modify Table 9 and unify it into a standard that matches the latest international standard in Table 12.

 

Estimated implementation date:
The amendment is expected to be implemented in the middle of December 2022, with a transition period of 2 years.

 

PSE certification requirements after standard revision:
On August 26, 2022, the Japanese deviation J62133-2 (2021) (JP ND) of IEC62133-2 was published on the official website of IECEE, which means that the CB report with Japanese deviation can replace the PSE report and issue the PSE certificate. If the cell and battery have CB of IEC62133-2:2017, the following difference test shall be supplemented for Japanese deviation:

  • The cell is charged at constant voltage for 28 days;
  • The cell and battery shall be subject to temperature cycle test respectively;
  • Low air pressure test of electric core;
  • High rate charging of the cell;
  • Forced internal short circuit of electric core;
  • Battery overvoltage;
  • Drop (if applicable).
