Guidelines for CCC Revision of Household Appliances (Part 4): Interpretation of CCC Revision Requirements for GB/T 4706.13-2024 Refrigeration Appliances, Ice Cream Machines, and Ice Makers
Time:
2026-01-16
Starting from August 1, 2026, the GB/T 4706 series of 3C safety standards for household appliances will be mandatory. During the transition period, enterprises can independently choose to conduct product certification according to the new or old version standards. This article mainly focuses on the special requirements of GB/T 4706.13-2024 for refrigeration appliances, ice cream machines, and ice makers, and combines them with the general requirements of GB/T 4706.1-2024 to provide a detailed interpretation of the CCC version change requirements for refrigeration appliances, ice cream machines, and ice makers.
The 3C safety standards for household appliances are updated! Starting from August 1, 2026, the GB/T 4706 series standards will be mandatory. During the transition period, enterprises can independently choose to conduct product certification according to the new or old version standards.
This article mainly focuses on the main content of the new standard GB/T 4706.13-2024 "Safety of household and similar electrical appliances - Part 13: Special requirements for refrigeration appliances, ice cream machines and ice makers", and combines GB/T 4706.1-2024 "Safety of household and similar electrical appliances - Part 1: General requirements" to provide a detailed interpretation of the relevant requirements for CCC version change of refrigeration appliances, ice cream machines and ice makers.

Guidelines for CCC Version Change in GB/T 4706.13
01. Scope of applicable products
This document applies to single-phase appliances with a rated voltage not exceeding 250V, other appliances with a rated voltage not exceeding 480V, and battery powered appliances with a DC rated voltage not exceeding 24V for the following appliances:
——Household and similar refrigeration appliances;
——An ice maker with an electric motor compressor and an ice maker intended to be installed in a frozen food storage room;
——Refrigeration appliances and ice makers used for camping, tour buses, and leisure boats.
These appliances can be powered by the power grid, by individual batteries, or by both of the above methods.
This document also applies to ice cream machines intended for household use, with a single-phase rated voltage not exceeding 250V and other appliances not exceeding 480V.
This document also applies to compression appliances that use combustible refrigerants for household and similar purposes.

Main technical changes of GB/T 4706.13
01. The requirements of Chapter 7.6 of the new standard have changed: the symbol "Warning: Fire Hazard/Combustible Materials" specified in ISO 7010 W021 has been modified
| New Standard | Old Standard |
![]() |
![]() |
02、Section 21.1 of the new standard has added requirements: easily accessible glass panels with an impact energy of 1.00J ± 0.05J

03. The new standard has changed the chemical molecular formula, self ignition temperature, and low explosion limit of some refrigerants in Table 102
04. High frequency non-conforming point: The power board has not been safely isolated, and the water level sensor is touchable, resulting in Chapter 8's failure to prevent electric shock.

The above power boards do not meet the safety isolation requirements

The water level sensor is touchable, but it is not qualified
05. High frequency nonconforming points: Compression type appliances using flammable refrigerants must meet the requirements of standards 22.108 and 22.109, especially products with relays that require explosion-proof certification.
22.108
For compression type appliances that use unprotected cooling systems and combustible refrigerants, any electrical components (excluding lamps) that generate arcs or sparks during normal or abnormal operation in the food storage room should be tested, and the test results should indicate that they meet at least the requirements of IEC 60079-15:2017 or IEC 60079-1:2014, as revised by Appendix CC, for Class IIA gases or refrigerants used. This requirement does not apply to:
——Non self resetting protective devices that comply with the requirements of Chapter 19;
——Pre installed weak components that are permanently disconnected during the testing period specified in Chapter 19;
Even if the device or component generates an arc or spark during operation.
22.109
The structure of compression type appliances using flammable refrigerants should ensure that leaked refrigerants do not accumulate in the area outside the food storage room where electrical components or lighting fixtures that can generate arcs or sparks are installed, otherwise there is a risk of fire or explosion.
This requirement does not apply to areas where the following components are installed:
——The action of non self resetting protective devices required under Chapter 19, or
——During the testing period specified in Chapter 19, the pre-set weak parts that are permanently disconnected,
Even if the above-mentioned devices and components generate arcs or sparks during operation.
Individually isolated components containing less than 0.5g of combustible gas, such as temperature controllers, are considered to be less likely to cause fire or explosion hazards when leaked from the component itself.
