Guidelines for CCC Version Replacement of Home Appliances (VI): Interpretation of GB/T 4706.27-2024 Requirements for CCC Version Replacement of Fans

Starting from August 1, 2026, the GB/T 4706 series of 3C safety standards for household appliances will be mandatory. During the transition period, enterprises can independently choose to conduct product certification according to the new or old version standards. This article mainly focuses on the special requirements of GB/T 4706.27-2024 fans, combined with the general requirements of GB/T 4706.1-2024, and provides a detailed interpretation of the relevant requirements for fan CCC version replacement.

GB/T 4706.27 CCC Version Replacement Instructions for Fans

1. Scope of applicable products

This document is applicable to household and similar electric fans with rated voltage not exceeding 250V for single-phase appliances and 480V for other appliances.

Example of fan: ceiling fan; Pipe fan; Partition fan; pedestal fan; Desk fan.

This document also applies to the independent controller provided together with the fan.

Non household appliances that may still pose a danger to the public, such as those intended for use in shops, light industry, and farms, are also included in the scope of this document.

Main technical changes of fans in GB/T 4706.27

1、When implementing mandatory product certification for evaporative cooling fans, the original special standard was GB 4706.27-2008 (taking into account GB 4706.48-2009 during testing), and when implementing the new version, the special standard was GB/T 4706.115-2024.

2、Chapter 20 of the new version of the standard has added evaluation criteria for finger pinch injuries and raised requirements for the protection of dangerous moving parts for table fans and floor fans with shaking head structures.

20.102 The movement of the shaking mechanism of a floor fan or table fan should not pose a risk of getting caught or injured.

Check its compliance through the following experiments.

Unless the clamping point is protected so that the test specimen 18 specified in GB/T 16842-2016 cannot be reached, the device shall be powered at rated voltage and the test specimen 18 shall be placed at all potential clamping points within the width and height range covering the opening.

If the moving parts touch the test specimen 18, the force generated on the test specimen should not exceed 15N.

3、Chapter 21 of the new standard specifies that the force applied to the test specimen shall not exceed 5N.

New standard: Clarify the force of test specimens：

Apply a thrust and tension of 20N along the axis of the fan motor on the protective mesh cover. After the experiment, a test specimen B similar to that specified in GB/T 16842-2016 should not touch dangerous moving parts. The test specimen has a circular limit plate with a diameter of 50mm to replace the original non-circular limit plate. The force applied to the test specimen shall not exceed 5N.

Old version standard: The force of the test specimen is not clearly defined：

Apply a thrust and tension of 20N along the axis of the fan motor on the mesh cover. After the experiment, the B-type test finger of IEC 61032 should not touch the dangerous moving parts. At this time, the test finger uses a circular baffle with a radius of 50mm instead of a non-circular baffle.

4、Chapter 20 of the new standard has added requirements for motor brush wear.

27.3 Increase:

The allowable travel of charged and neutral brushes due to wear should be smaller than that of grounded brushes, so that the grounding circuit can remain effective even after the appliance stops running due to the wear of charged and neutral brushes.

Check its compliance through visual inspection.

5. High frequency non-conforming point: The equipment does not meet the mechanical hazard requirements of Chapter 20, and the experimental fingers can touch dangerous moving parts.

Rectification suggestion: Increase the strength or density of the mesh cover material.
