India issues 2026 version of quality control order for household and commercial appliances, mandatory BIS certification for 90 categories of appliances starting from October 1st

India has issued the "Safety (Quality Control) Order for Household, Commercial and Similar Electrical Appliances 2026", which will officially come into effect on October 1, 2026. 90 types of electrical appliances are required to comply with India's BIS certification.
On April 6, 2026, the Indian Ministry of Commerce issued the "Safety (Quality Control) Order 2026 for Household, Commercial and Similar Electrical Appliances". This order replaces the Quality Control Order of 2025 and will take effect on October 1, 2026. If your company manufactures, imports, or distributes electrical equipment in India, this order will directly affect your product line, certification status, and legal status.

Part.01
QCO 2026 is a mandatory quality regulation issued by the Department of Commerce and Industry (DPIIT) under Section 16 of the Bureau of Indian Standards Act 2016, replacing the Household, Commercial and Similar Electrical Appliances Safety (Quality Control) Order 2025. The certification and enforcement agency is the Bureau of Indian Standards (BIS).
According to this directive, all covered appliances must:
Compliant with IS 302 (Part 1): 2024 and IEC 60335-1:2020- Global Standard for Safety of Household and Similar Electrical Appliances
Holding the BIS Standard Mark (ISI Mark) under a valid BIS license
According to the first scheme of the second schedule certification, the Indian Bureau of Standards (Conformity Assessment) Regulations, 2018
Part.02
Suitable for household, commercial, or similar electrical appliances with a rated voltage not exceeding 250V (single-phase) or 480V (other equipment, including DC powered and battery powered equipment). The list of 90 controlled electrical products is the same as the old version, covering a wide range of products:

Part.03
Based on the classification of enterprises under the 2006 Small and Medium sized Enterprise Development Law, the 2026 Regulations on Qualification Certificates introduce phased implementation dates:

The time is most urgent for large manufacturers and importers. BIS compliance assessment typically takes three to six months to complete, depending on the complexity of the product and the availability of the laboratory. For enterprises that have not yet initiated this process, October 2026 is already within reach. Once the applicable deadline has passed, products without a valid BIS license will not be legally sold in India.
In addition, the order will be implemented from October 1, 2026. Domestic manufactured or imported products that have been certified by BIS or have applied for certification from BIS before the implementation date need to make a corresponding declaration to BIS before they can continue to be sold within six months after the implementation date.
