The Eurasian Economic Union has revised the technical regulations on energy efficiency requirements for energy consuming equipment, establishing mandatory performance and energy efficiency labeling requirements for various types of energy consuming equipment such as refrigeration equipment, induction motors, televisions, household washing machines, dishwashers, lighting equipment, LED lights, external power sources, water pumps, air conditioners, and vacuum cleaners.
The Eurasian Economic Commission recently released the draft of Amendment 1 to the Technical Regulation TR EAEU 048/2019 on Energy Efficiency Requirements for Energy Consuming Equipment, which is open for comments from member states and stakeholders. The deadline for submitting comments is May 8, 2026. The official adoption time and effective date of this amendment have not been determined and will be announced separately in the future.

TR EAEU 048/2019 is the core unified regulation of the Eurasian Economic Union in the field of energy efficiency. The regulation covers various types of energy consuming equipment such as refrigeration equipment, induction motors, televisions, household washing machines, dishwashers, lighting equipment, LED lights, external power sources, water pumps, air conditioners, and vacuum cleaners, aiming to ensure energy efficiency and resource conservation goals within the framework of the Eurasian Economic Union.
This regulation establishes mandatory energy efficiency and energy efficiency labeling requirements for the above-mentioned products, which must be implemented in parallel with the current safety, electromagnetic compatibility, and hazardous substance restrictions regulations of the Eurasian Union. Products must be affixed with the EAC conformity mark before they can be marketed. Previously, the regulation had undergone multiple delays. At the proposal of Russia, the Council of the Eurasian Economic Commission has postponed its effective date from the original September 1, 2025 to September 1, 2028, marking the third adjustment of the implementation time of the regulation.
The release of this draft amendment is an important measure for the Eurasian Economic Union to continuously improve its energy efficiency regulatory system. For manufacturers and traders exporting energy consuming equipment to the markets of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan, it is recommended to closely monitor the progress of soliciting opinions on this amendment and actively participate in feedback before the deadline of May 8, 2026, in order to assess compliance impacts in advance and prepare product certification and documentation.
