Content of new energy efficiency regulations
Scope of covered products: Encompassing a variety of household, commercial, and industrial products, including air conditioners and heat pumps (covering large-scale equipment above 65kW), household washing machines, dishwashers, household refrigerators and freezers, rotary dryers, televisions, displays, three-phase squirrel-cage induction motors, external power supplies, and other categories.
Meet standards and label: All types of products must comply with the updated minimum energy efficiency standards and display mandatory energy efficiency labels before sale. The energy efficiency labels use a star rating system, where each additional star represents approximately 10% savings in operating costs, allowing consumers to compare the energy efficiency levels and annual energy consumption of similar products.
Air conditioning and heat pump products: The new standard references the testing method from Australia's "AS/NZS 3823.4.3:2021," requiring manufacturers or importers to provide energy efficiency ratio data tested by accredited laboratories; for household appliance products, the revision concurrently adopts the Australia-New Zealand energy efficiency database certification system to ensure label authenticity.
External power supply: The revision also clarifies the upper limit of standby power consumption of external power supply devices and the classification standards for motor efficiency, ensuring lower energy consumption under the same output.
Mutual recognition of access: The core objective of this revision is to achieve alignment with Australia's Greenhouse and Energy Minimum Standards (GEMS) system. Under the Trans-Tasman Mutual Recognition Arrangement (TTMRA), products already registered in Australia do not require re-registration in New Zealand but must still comply with New Zealand's specific MEPS and MEPL requirements.
All products entering the New Zealand market after May 1, 2026, must complete registration and meet energy efficiency requirements.
