Starting from September 1, 2026, a batch of ecological environment regulations and standards will be officially implemented.

Ecological and environmental regulations and standards are an important component of ecological and environmental protection work. They cover multiple aspects such as environmental quality standards, environmental protection method standards, and pollutant emission standards, providing clear guidance and a basis for environmental protection. Starting from September 1, 2026, the following ecological and environmental regulations and standards will be officially implemented.

Technical Guidelines for Formulating Water Pollutant Emission Standards for Centralized Wastewater Treatment Facilities in Industrial Parks (HJ 945.4-2026)

 

This standard is formulated to implement laws and regulations such as the *Environmental Code of the People's Republic of China*, prevent and control pollution, improve the quality of the ecological environment, and guide and regulate the formulation and revision of water pollutant emission standards for centralized sewage treatment facilities in industrial parks. This standard stipulates the requirements for the basic principles and technical routes, formulation needs and classification, determination of main technical contents, benefit and feasibility analysis of standard implementation, as well as the main contents of the standard text structure and compilation instructions for formulating water pollutant emission standards for centralized sewage treatment facilities in industrial parks. This standard is issued for the first time. This standard shall come into force on September 1, 2026.

Discharge Standard of Water Pollutants for Textile Industry (GB 4287—2026 replacing GB 4287—2012, GB 28936—2012, etc.)

 

In order to implement laws and regulations such as the Ecological Environment Code of the People's Republic of China, prevent and control pollution, improve the quality of the ecological environment, promote the progress of textile industry production processes and pollution prevention and control technologies, this standard is formulated.

This standard specifies the requirements for controlling, monitoring, and supervising the discharge of water pollutants from textile industry polluting units and production facilities. The management of water pollutant emissions from centralized wastewater treatment facilities in the textile industry is applicable to this standard.

Textile industry pollution discharge units, production facilities, and textile industry wastewater centralized treatment facilities discharge atmospheric pollutants (including odorous pollutants) and environmental noise in accordance with corresponding pollutant discharge standards. The identification, treatment, and disposal of solid waste generated are subject to corresponding solid waste pollution control standards.

This standard is a revision of the "Discharge Standards for Water Pollutants in Textile Dyeing and Finishing Industry" (GB 4287-2012) and its amendments, and integrates and revises the "Discharge Standards for Water Pollutants in Silk Spinning Industry" (GB 28936-2012), "Discharge Standards for Water Pollutants in Woolen Spinning Industry" (GB 28937-2012), and "Discharge Standards for Water Pollutants in Hemp Spinning Industry" (GB 28938-2012).

This standard was first published in 1992, revised for the first time in 2012, and this is the second revision. The main contents of this revision are as follows:

——The standard name has been adjusted to "Emission Standards for Water Pollutants in the Textile Industry";

——The integration specifies the scope of application of the standards;

——Supplemented and improved terminology and definitions;

——Expanded the specific scope of application for pollutant projects and adjusted the emission limit regulations for some pollutant projects;

——Added acute toxic pollutant items and emission limit regulations for zebra fish eggs;

——Optimized the requirements for indirect discharge control of water pollutants;

——Refined and improved the regulations on the benchmark displacement of unit products.

This standard shall come into effect on September 1, 2026.

Emission Control Standard for Major Water Pollutants in Danjiangkou Reservoir and Its Upstream (Trial) (GB 47946—2026)

 

This standard is formulated to implement laws and regulations such as the *Environmental Protection Law of the People's Republic of China*, prevent and control pollution, improve the quality of the ecological environment, and promote the ecological environmental protection and high-quality development of the Danjiangkou Reservoir area and its upstream.

This standard specifies the emission control requirements, monitoring requirements, and supervision and management requirements for major water pollutants (total antimony, total molybdenum, etc.) in the Danjiangkou Reservoir area and its upstream. This standard is issued for the first time.

This standard shall come into force on September 1, 2026.

"Water Pollutant Discharge Standard for the Chishui River Basin" (GB 47945—2026)

 

This standard is formulated to implement laws and regulations such as the *Ecological Environment Code of the People's Republic of China*, prevent and control pollution, improve the quality of the ecological environment, and promote the ecological environmental protection and high-quality development of the Chishui River Basin.

This standard specifies the main water pollutant emission control requirements, monitoring requirements, and supervision and management requirements for key industry pollutant-discharging units and production facilities in the Chishui River Basin. This standard is issued for the first time.

This standard shall come into force on September 1, 2026.

Technical Guidelines for the Selection and Delineation of Marine Dumping Areas (HJ 1481—2026)

 

In order to implement the relevant provisions of the *Ecological Environment Code of the People's Republic of China*, select and designate marine dumping areas in accordance with the principles of science, rationality, economy, and safety, prevent marine environmental pollution, rationally utilize marine space, and reduce the impact of dumping activities on the marine ecological environment and their interference with other marine functions, this standard is formulated.

This standard specifies the general provisions, working procedures, contents, technical methods, and requirements for the selection and designation of marine dumping areas. This standard is issued for the first time.

This standard shall come into force on September 1, 2026.

Performance requirements for solidification of low-level radioactive waste—Cementitious solidification products (GB 14569.1—2026 replacing GB 14569.1—2011)

 

This standard is formulated to implement the *Ecological Environment Code of the People's Republic of China* and the *Nuclear Safety Law of the People's Republic of China*, prevent and control radioactive pollution, improve environmental quality, and protect human health. This standard specifies the activity concentration limits, performance requirements, sample preparation, performance test items, and test methods for cement solidified bodies of low-level radioactive waste. This standard is a revision of *Performance requirements for solidified bodies of low and intermediate level radioactive waste - Cement solidified bodies* (GB 14569.1—2011).

This standard shall come into force on September 1, 2026.

Technical Specifications for the Assessment of the Impact of Environmental Release of Genetically Modified Plants on Their Wild Relatives (Trial Implementation) (HJ 1469—2026)

 

This standard is formulated to implement laws and regulations such as the *Ecological Environment Code of the People's Republic of China* and the *Biosafety Law of the People's Republic of China*, fulfill the *Cartagena Protocol on Biosafety*, reduce the potential impact of genetically modified plants on their wild relatives, and protect the survival of wild relatives in the natural environment. This standard specifies the basic principles and procedures, contents, methods, and technical requirements for report preparation of the impact assessment of gene flow-mediated environmental release of genetically modified plants on their wild relatives. This standard is published for the first time.

This standard shall come into force on September 1, 2026.

"Technical Guidelines for Survey and Distribution Assessment of Invasive Aquatic Animals in Inland Waters Based on Environmental DNA" (HJ 1468-2026)

 

This standard is formulated to implement laws and regulations such as the *Ecological Environment Code of the People's Republic of China* and the *Biosafety Law of the People's Republic of China*, and the *Measures for the Management of Invasive Alien Species*, to implement the *China Biodiversity Conservation Strategy and Action Plan (2023–2030)*, and to standardize the investigation, distribution assessment, and supervision and management of invasive alien aquatic animals in China. This standard specifies the procedures, contents, methods, and technical requirements for assessing the regional distribution of invasive alien aquatic animals based on environmental DNA technology using probe-based real-time quantitative polymerase chain reaction (qPCR). This standard is published for the first time.

"Method for Measuring Emissions from Light-Duty Vehicles During On-Road Driving" (HJ 1477—2026)

 

This standard is formulated to implement the *Ecological Environment Code of the People's Republic of China* and to control the emissions of pollutants and greenhouse gases from light-duty vehicles during actual road driving. This standard specifies the test methods for determining the exhaust pollutants and greenhouse gases of light-duty vehicles during actual road driving using a portable emissions measurement system. This standard is published for the first time.

This announcement shall come into force on September 1, 2026.

Amendment to the "Discharge Standard of Water Pollutants for Medical Institutions" (GB 18466-2005)

 

In order to implement the *Ecological Environment Code of the People's Republic of China*, prevent and control water pollution, and improve the quality of the ecological environment, the amendment sheet of the national pollutant emission standard *Discharge Standard of Water Pollutants for Medical Institutions* (GB 18466-2005) is hereby approved, and jointly issued by the Ministry of Ecology and Environment and the State Administration for Market Regulation.

In accordance with relevant laws and regulations, the above amendment sheet of the standard has mandatory enforcement effect.

The above amendment sheet of the standard shall be implemented by new, expanded, and renovated medical institutions, as well as "dual-use for both normal and emergency" public infrastructure with isolation functions or emergency medical service functions during major epidemic prevention and control periods, from September 1, 2026; and by existing medical institutions and "dual-use for both normal and emergency" public infrastructure with isolation functions or emergency medical service functions during major epidemic prevention and control periods, from September 1, 2028.

Technical Guidelines for Formulating Water Ecological Environment Quality Standards for River Basins (HJ 1467-2026)

 

In order to implement the *Ecological Environment Code of the People's Republic of China*, the *Yangtze River Protection Law of the People's Republic of China*, and the *Yellow River Protection Law of the People's Republic of China*, and to guide and regulate the formulation and revision of water ecological environment quality standards in river basins, the *Technical Guidelines for the Formulation of Water Ecological Environment Quality Standards in River Basins* is hereby approved as a national ecological environment standard and promulgated.

This announcement shall come into effect on September 1, 2026.

This document describes the method for determining soil ammonia volatilization. This document is applicable to the determination of soil ammonia volatilization in farmland and grassland, and the determination of soil ammonia volatilization in other land use types shall be implemented with reference to it.

Note: The classification of small and micro enterprises refers to the "Measures for the Classification of Large, Medium, Small, and Micro Enterprises in Statistics".

This document is applicable to the pollution control of color-coated sheet production enterprises or facilities.

This standard shall be implemented from September 10, 2026.

This document is applicable to the pollution control of fiberglass production enterprises or facilities.

This standard shall be implemented from September 10, 2026.
