Recently, the Energy Commission of Malaysia (ST) issued a notice that the Malaysia ePermit system will migrate to a new platform starting from September 28, 2026. All applications for Certificate of Approval (COA) and Certificate of Efficiency (COE) must be processed through the new ePermit system, while the online application module for the Certificate of Efficiency (COE) will officially take effect, completely replacing the original manual application process.

The difference between COA and COE

Certificate of Approval (COA): Certifies that a product or equipment complies with the safety requirements stipulated in the Electrical Regulations 1994.

Certificate of Efficiency (COE): Certifies that a product or equipment complies with the energy efficiency requirements stipulated in the Guidelines on Energy Efficient Products and complies with the requirements of the Energy Efficiency and Conservation Act.

Currently, the product categories subject to energy efficiency regulation in Malaysia include air conditioners, refrigerators, household fans, washing machines, rice cookers, microwave ovens, freezers, electric ovens, lighting fixtures, and televisions. From January 1, 2027, hot and cold water dispensers and electric motors will be included in the scope of regulated products.

New ePermit System

To comply with the relevant requirements of the "Energy Efficiency and Conservation Act 2024", Malaysia's new ePermit system was officially launched on September 28, 2026. Certificate of Energy Efficiency (COE) applications will no longer be processed through the original manual procedure, and the existing payment link method is no longer applicable. Enterprises should subsequently submit COE applications in accordance with the new ePermit online application process.
