US DOE releases latest certification and labeling requirements regulations for consumer goods and commercial equipment

The US DOE has released certification, labeling requirements, and enforcement provisions for specific types of consumer goods and commercial/industrial equipment.
On September 20, 2024, the US Department of Energy (DOE) released a pre published Federal Register Final Rule, which establishes and revises certification, labeling requirements, and enforcement provisions for specific types of consumer goods and commercial/industrial equipment.
Important updates
01. General Service Lamps (GSLs) DOE CCMS submission requirements
General Service Lamps (GSLs) are products that establish initial certification regulations. The current regulations do not require GSLs products to certify their 45lm/W compliance, as long as they hold a test report issued by an accredited laboratory. However, 210 days after the release of the new regulation, on April 17, 2025, manufacturers or importers will be required to upload certification reports on the DOE CCMS system in accordance with the requirements of the new regulation.
02. Update of certification report template for external power supply (EPS) and battery charger (BCS)
External power supply (EPS) and battery charger (BCS) are basic models of products with existing certification regulations. The existing certification report template will expire on September 30, 2024 and will soon be updated according to the revised requirements.
03. DOE Certification Report Template Update
At present, CCMS has not released a compliance report template for GSLs. The following are compliance reports for other categories of products for reference only:
04. Latest DOE Certification Rules - Effective and Compliance Dates
The approved report requires that the effective date of the amendment be 75 days after the publication of this final rule in the Federal Register, which is December 4, 2024.
For products or equipment that establish initial certification regulations to demonstrate compliance with new or revised standards, manufacturers must submit an initial certification report for the basic model distributed in commerce within 210 days from the date of publication in the Federal Register, which is April 17, 2025.
For basic models with existing certification regulations, revisions to reporting requirements that comply with existing standards will be mandatory, starting from the annual certification report submitted on or after April 17, 2025, 210 days from the date of publication in the Federal Register.
