Starting from July 1, 2026, Singapore will officially tighten the regulation of imported household appliances on online shopping platforms. Consumers who import regulated household appliances that do not meet the minimum energy consumption standards and mandatory energy labeling schemes will be fined up to SGD 10000 for each violation of import regulations.
The Singapore Parliament passed the Energy Conservation (Amendment) Bill on April 8, 2026. Starting July 1, 2026, Singapore will officially tighten regulations on the import of household appliances through online shopping platforms. Consumers who import regulated household appliances that do not meet the minimum energy efficiency standards and mandatory energy labeling scheme will face a fine of up to SGD 10,000 for each violation.

Policy Background and Regulatory Scope
According to the current Energy Conservation Act, the Minimum Energy Efficiency Standards (MEPS) and Mandatory Energy Efficiency Labeling Scheme (MELS) only regulate importers, manufacturers, and suppliers of regulated products sold and supplied in Singapore, and do not cover consumers who directly import regulated products for personal use, such as households and businesses.
The rise of cross-border e-commerce and online shopping channels has led to an increasing number of consumers and businesses bypassing local distribution networks and directly importing self use products from overseas. These products are actually outside of energy efficiency regulation, which not only weakens the overall energy efficiency level of the country, but also creates unfair competition for local suppliers (mostly small and medium-sized enterprises) who comply with the law and regulations.
The revised bill extends the MEPS and MELS requirements to the import process for end users' own use, requiring relevant products to be registered with the National Environmental Agency (NEA), comply with international testing standards, and affix energy efficiency labels, thus achieving full chain supervision of "internal and external consistency, online and offline consistency".
The Singapore Energy Conservation Act (Revised 2026) expands the coverage of energy efficiency standards from traditional household appliances to smart devices, including:
Compulsory certification categories: 12 categories including air conditioning (COP ≥ 3.5), refrigerator (energy consumption level ≥ 2), LED lighting (light efficiency ≥ 120lm/W), water heater, clothes dryer, etc;
Exemption clause: Customized industrial equipment, second-hand goods (marked as "Used" and limited to offline sales only).

Regulatory Law Enforcement
The bill also establishes a comprehensive framework covering registration, compliance, record-keeping, and enforcement, and significantly enhances the regulatory authorities' enforcement flexibility.
Consumer:
End users who illegally import controlled goods for personal use may be fined up to S$10,000 per violation, aligning with existing penalties for supplying non-compliant products locally.
E-commerce platform:
E-commerce platform operators with business establishments in Singapore (such as Shopee, Lazada, etc.) are required to refrain from publishing advertisements for non-compliant products, promptly remove non-compliant items, and must modify, withdraw, or block non-compliant links as required to cut off the supply of non-compliant household appliances to local consumers at the sales end.
It should be noted that the new regulations apply only to brand-new imported controlled goods; second-hand or used goods are in principle not included, but if resold under the designation of "brand-new," they are equally subject to MEPS and MELS requirements.
