◉ Certification Introduction
ICASA， The Independent Communications Authority of South Africa, also known as the Independent Communications Authority of South Africa, was established in July 2000 through the merger of the South African Telecommunications Authority (SATRA) and the Independent Broadcasting Authority (IBA). It is the official agency responsible for regulating the use of telecommunications, broadcasting, and radio spectrum in the country.
ICASA certification is a mandatory compliance certification established for all devices containing wireless communication functions, telecommunications interfaces, or broadcasting capabilities, and is an important prerequisite for products to legally enter the South African market. Equipment without type certification or exemption will not be allowed to be used in the country.
ICASA certification is usually valid for 3 years, and upon expiration, an application for renewal is required. If the product undergoes hardware modifications, software upgrades, RF specification changes, etc. during its lifecycle, it must be evaluated whether to reapply for certification or submit a change filing.
◉ Scope of application of ICASA certification
The following equipment, if planned for sale or use in South Africa, requires ICASA certification:
Telecommunications terminal equipment: mobile phones, landline phones, modems, optical modems, routers, etc;
Wireless communication devices: Wi Fi devices, Bluetooth modules, Zigbee devices, LoRa communication modules, etc;
Short distance RF devices: such as RFID, NFC card readers, etc;
Broadcasting products: televisions, radio transmitters and receivers, etc;
Other devices connected to the public communication network: smart home controllers, networked sensors, etc.
Note: Even for modular products (such as WiFi/BT modules), if the final product has communication capabilities, overall ICASA compliance confirmation is required.
◉ ICASA certification process
(1) Submit application
Enterprises can submit application materials through the ICASA official website or authorized local agencies, including:
Technical documents (user manual, circuit diagram, specification manual, etc.)
Third party testing reports (such as FCC/CE testing reports, accepted as appropriate)
(2) Document review
ICASA conducts a technical review of the submitted materials to confirm whether the product complies with South Africa's communication standards and spectrum requirements.
(3) Testing phase (if applicable)
Certain devices, such as products with high wireless transmission power, may be required to undergo RF/EMC testing again at a locally accredited laboratory in South Africa to ensure compliance with local regulations in terms of frequency band, transmission power, bandwidth, etc.
(4) Payment and certification
After the enterprise completes the payment (the specific amount depends on the type of equipment and certification method), ICASA will officially issue the certification certificate after approval, and the product can be labeled and legally marketed for sale.
◉ ICASA certification requirements
(1) Technical compliance
The equipment must meet the technical requirements for radio frequency specifications, electromagnetic compatibility (EMC), and electrical safety in relevant regulations in South Africa.
(2) Local testing requirements
Some products, even if they have international certifications such as FCC and CE, still require local testing in South Africa in the following situations:
There are differences in RF parameters
The product has undergone significant hardware/software changes
ICASA believes that further verification is needed
(3) Local representative system
Non South African local enterprises must entrust a qualified South African local representative to submit certification applications and undertake subsequent compliance communication.
(4) Label requirements
After certification, the product packaging and nameplate must indicate:
ICASA certification number (e.g. TA-XXXX/XXXX)
Official ICASA compliance logo (usually in black and white)
