◉ Introduction to CCC Factory Inspection
CCC factory inspection mainly involves checking the quality assurance capability and product consistency of the factory. This process aims to ensure that the production activities of the factory comply with the standards and requirements of China Compulsory Product Certification (CCC). CCC certification is a product qualification assessment system implemented by the Chinese government to protect the personal and national safety of consumers and strengthen product quality management.
◉ Content of CCC factory inspection
1. Factory Quality Assurance Capability Review
This includes reviewing the factory's quality manual, procedural documents, operating procedures, work instructions, technical specifications, etc. In addition, it also includes convenient inspections of production resources, inspection resources, human resources, etc., as well as the review of authorization documents from the quality manager and technical manager (if any). The focus of the review is also on the supplier list, purchase inspection records of key components, routine inspection records of production records, instrument calibration and functional inspection records, records of non-conforming products, internal audits, and records of marking usage.
2. Product consistency check
This is the core part of CCC factory inspection, mainly verifying the consistency of the following aspects:
(1) The consistency between the product identification (nameplate, warning language) and the type test report.
(2) The structure of the product should be the same as that of the type test sample and consistent.
(3) The key components of the product should be consistent with the list of key components in the type test report.
(4) Conduct confirmation inspection and visual verification testing according to the items specified in the product certification implementation rules.
The factory inspection process also includes on-site inspection of the production site and sampling inspection of quality records, as well as inspection of product consistency change control records if there are changes in the certified products of the enterprise. Supervising factory inspections focuses more on the effectiveness of the quality assurance system operation, checking the completeness and accuracy of quality records.
◉ CCC factory inspection method
1. The initial factory inspection of CCC can be conducted separately or combined with supervisory inspections.
2. The initial factory inspection of CCC usually involves two inspectors per day. Supervision and inspection usually require two inspectors to review for half a day, but sometimes it may also take one day, depending on the specific situation.
3. Factory inspection includes both document inspection and on-site inspection. There is a division of labor between two inspectors, one focusing on document inspection and the other on on-site inspection.
◉ Preparation before CCC certification audit
The original intention is to analyze the relevant requirements of the initial factory review, with the aim of guiding certification applying enterprises to correctly understand the factory review, achieve authenticity, and meet certification requirements.
1. Factory Quality Assurance System
(1) The system requires normal operation for at least three months and can provide relevant records to prove it;
(2) All records are complete, correct, clear, and traceable;
(3) Before the formal factory audit, the enterprise must undergo at least one internal audit and be able to provide corresponding records;
(4) There must be a documented quality plan or similar document for certified products;
(5) There should be a documented procedure, and its content must comply with the requirements of the implementation rules;
(6) The consistency control, change control, and logo use control of certified products must be documented in a procedural document;
(7) The internal responsibilities of the enterprise are clearly defined and there is a written appointment of a quality manager.
2. Production site requirements
(1) At least one model of the certified product must be arranged for production;
(2) The certified products produced must meet the requirements of consistency;
(3) The production site should be divided into areas, especially the non-conforming product area should be clear and controlled;
(4) The inspection personnel are proficient in operating according to the requirements of the inspection regulations, understand the purpose of functional inspection of the testing equipment/instruments, and are able to conduct functional inspections and maintain relevant records;
(5) The production site must have a work instruction document that is a valid version;
(6) The warehouse should have a clear area and meet the requirements of consistent accounting, material, and card management.
Enterprises should conduct self verification according to the above content before factory inspection, but the premise must be that the factory quality assurance system has been established and operates normally. The daily training of various personnel is in place, and the responsibilities are clearly defined in order to be fully prepared and truthful, so that the factory audit of the enterprise can proceed smoothly.
3. Instrument calibration
In the production process of CCC products, instrument testing is required, and the main purpose of instrument calibration testing is to ensure that the accuracy of the instrument can operate accurately and normally, in order to ensure the quality of the product can be excellent.
So when applying for certification such as ISO, CCC, ETL, UL, etc., it is necessary to ensure that the instrument must undergo calibration and testing by a qualified third party and have a certificate.
◉ The Time and Cost Required for CCC Factory Audit
The CCC factory audit is usually arranged after the type inspection is qualified. The time required for the audit is determined based on the total number of category units applied for product certification, and should consider the scale of the enterprise's production and operation. For normal electrical products with a production scale of less than 100 people, two audit teachers are arranged, and the audit cycle for one processing plant is 1-2 working days.
The certification body shall conduct an examination of the certified enterprise in accordance with the regulations on the examination of certified goods, and shall charge testing fees to the audited enterprise. The number of auditors and the number of days shall be executed in accordance with the relevant regulations of the China Certification and Accreditation Administration. All fees incurred shall be reimbursed in full.
