◉ Introduction to the Comprehensive Implementation of Pollutant Discharge Permit System
On November 4, 2024, the General Office of the Ministry of Ecology and Environment issued the "Implementation Plan for Fully Implementing the Pollutant Discharge Permit System". The pollution discharge permit system refers to the environmental management system in which the ecological and environmental authorities, based on the application and commitment of the polluting units, issue pollution discharge permits in the form of legal documents, regulate and restrict pollution discharge behavior in accordance with laws and regulations, clarify environmental management requirements, and implement supervision and law enforcement on polluting units based on the pollution discharge permits.
Industry wide coverage: Based on the already implemented inclusion of all industries in pollutant discharge permit management, further optimize industry management categories and promote refined industry management.
All factor integration: Incorporate the environmental management requirements for wastewater, exhaust gas, solid waste, noise, marine and other factors during the production and operation period of polluting units into the pollutant discharge permit in accordance with the law, and promote the comprehensive permit of "all factors".

◉ Introduction to Pollutant Discharge Permit
The pollutant discharge permit is a legal certificate issued by the environmental protection department based on the application of the pollutant discharge unit, which allows the discharge of pollutants. It covers the control requirements of pollutant types, concentrations, emissions, etc. According to the "Regulations on the Administration of Pollutant Discharge Permits" and the "Measures for the Administration of Pollutant Discharge Permits" (implemented in July 2024), it implements classified management (key management, simplified management, and pollutant discharge registration). Its system includes the entire process of application, approval, execution, and supervision, implementing a comprehensive permit management model for multiple pollutants such as air, water, industrial solid waste, and industrial noise.
The pollutant discharge permit consists of an original and a duplicate. The original contains basic information, while the duplicate specifies basic information, permit matters, and management requirements. The implementation of "one certificate management" for pollutant discharge permits means that one pollutant discharge unit issues one pollutant discharge permit, and all management requirements related to pollutant discharge of a pollutant discharge unit are clearly stated on one permit.
The permit includes requirements for controlling emissions of air pollutants, water pollutants, industrial solid waste, industrial noise, and other pollutants that the polluting unit should comply with; It also includes requirements for refined management of the entire process of pollutant discharge units, such as discharge outlets, types of pollutants, discharge methods, discharge concentrations, discharge amounts, as well as requirements for self-monitoring, ledger recording, execution reports, information disclosure, etc.

◉ What enterprises need to apply for a pollutant discharge permit
Based on factors such as the amount of pollutants generated, emissions, and the degree of impact on the environment, enterprises, institutions, and other producers and operators are subject to key management of pollutant discharge permits, simplified management, and pollutant discharge registration management.
Key management: Industries that generate large amounts of pollutants and have significant environmental impacts (such as chemical and steel industries) are required to submit detailed application materials and publicly disclose information.
Simplified management: Industries with relatively low pollutant generation, such as food processing, have relatively simplified application materials and approval processes.
Pollutant discharge registration: Enterprises with minimal environmental impact only need to fill out the registration form on the national platform.
The competent department of ecological environment shall implement comprehensive permit management for the discharge of air pollutants, water pollutants, industrial solid waste, industrial noise and other pollutants by polluting units.
Enterprises, institutions, and other producers and operators that implement pollution discharge permit management in accordance with the law shall apply for and obtain a pollution discharge permit in accordance with the law, and discharge pollutants in accordance with the provisions of the pollution discharge permit; Those who have not obtained a pollutant discharge permit shall not discharge pollutants.
◉ Application process for pollutant discharge permit
（1） Preparation before application
1. Determine management category: Check the management category of the industry through the "Classification Management List of Fixed Pollution Source Discharge Permits", or consult the local ecological environment department.
2. Material List (Taking Key Management as an Example)
Self monitoring plan (including monitoring points and schematic diagrams, monitoring indicators, monitoring frequency; monitoring analysis methods used; monitoring quality assurance and quality control requirements; monitoring data recording, organization, and archiving requirements; monitoring data information disclosure requirements)
Calculation process of pollutant emissions and proof of total control indicators (such as emission trading certificates).
Explanation of standardized construction of emission outlets (if existing).
3. Basic materials: business license, unified social credit code certificate, environmental impact assessment document and approval.
4. Technical documents: Commitment letter: Material authenticity commitment signed by the legal representative and commitment to discharge pollutants according to the certificate.
5. Information Disclosure (Key Management Enterprises): Basic information and proposed permit application matters shall be publicly disclosed through the National Pollutant Discharge Permit Management Information Platform for a period of no less than 5 working days.
（2） Online application process
1. Registration and login: Access the National Pollutant Discharge Permit Management Information Platform（ https://permit.mee.gov.cn/permitExt/defaults/default-index !getInformation.action）， Click on 'Online Declaration', register an account with the enterprise's unified social credit code and log in.
2. Fill in the application information: Follow the system instructions to fill in the 18 tab contents, including:
Production information: main products, production capacity, raw and auxiliary materials.
Pollution control: pollution prevention and control facilities, location and parameters of discharge outlets.
License application: Fill in the emission concentration, emission amount, and implementation standards for modules such as air, water, and solid waste.
Local requirements: Some regions (such as Hebei) are required to additionally fill in the content specified by the local ecological environment department.
3. Submission and Disclosure
After completing the first 10 forms for key management enterprises, click on the "Information Disclosure" module to publish the pre application disclosure content. During the disclosure period, core information cannot be modified.
After the public announcement is completed, supplement self-monitoring, ledger records and other information, and submit the application after confirming that there are no errors.
（3） Approval and certification
1. Review process
Formal review: Review the completeness and standardization of materials, and decide whether to accept within 5 working days.
Technical evaluation: The ecological environment department entrusts technical institutions to evaluate the feasibility of pollutant emission data and pollution prevention and control measures, and the cost is borne by the government.
On site inspection: Conduct on-site inspections of enterprises with doubts, and the inspection time is not included in the approval deadline.
2. Approval deadline
Key management: 30 working days (extended to 45 days for on-site verification).
Simplified management: 20 working days.
3. Certification conditions:
To issue pollutant discharge permits to polluting units that meet the following conditions:
Obtain the approval documents for the environmental impact assessment report (form) of the construction project in accordance with the law, or have already completed the filing procedures for the environmental impact registration form;
The emissions of pollutants meet the requirements of pollutant emission standards, and the emissions of key pollutants comply with the technical specifications for the application and issuance of pollutant discharge permits, the approval documents for environmental impact reports (forms), and the requirements for controlling the total emissions of key pollutants; Among them, if the production and operation sites of the polluting units are located in key areas or watersheds that do not meet the national environmental quality standards, they should also comply with the special requirements of the relevant local people's governments on improving the quality of the ecological environment;
The use of pollution prevention and control facilities can meet the permitted emission concentration requirements or comply with feasible pollution prevention and control technologies;
The monitoring points, indicators, frequency, etc. of the self-monitoring plan comply with the national self-monitoring standards.
After approval, enterprises can print electronic certificates online or obtain paper certificates at the local government service center.
（4） Subsequent management requirements
1. Execution report
Key management enterprises: submit monthly summary reports and annual reports.
Simplified management of enterprises: submit simplified reports quarterly and annual reports annually.
The report should include the actual emissions of pollutants, the operation of treatment facilities, etc., as the basis for total assessment and emissions trading.
2. Self monitoring and ledger
Carry out monitoring according to the self-monitoring plan and keep the original records for no less than 5 years. Polluting units are responsible for the authenticity and accuracy of self-monitoring data and shall not tamper with or forge it.
Establish an environmental management ledger to record production, pollution control, monitoring and other information, ensuring traceability.
Polluting units that implement key management of pollutant discharge permits shall install automatic monitoring equipment in accordance with the requirements of the pollutant discharge permit and connect it to the monitoring equipment of the ecological environment department.
3. Change and Continuation
Change: When there is a change in information such as the company name, production process, and discharge outlet, an application for change must be submitted within 30 days.
Continuation: Submit a renewal application 60 days before the expiration date. Failure to apply in a timely manner may result in the license becoming invalid.
4. Supervision and inspection
The ecological environment department regularly conducts law enforcement inspections, focusing on verifying the implementation of permits and the authenticity of monitoring data. For enterprises that violate regulations, they will be fined, shut down for rectification, and even have their licenses revoked in accordance with the law.
