◉ Introduction to GS Certification and Factory Inspection
GS certification means "Geprufte Sicherheit" (security certification), also known as "German Safety". GS certification is a voluntary certification based on German product safety laws and tested in accordance with the EU unified standard EN or German industrial standard DIN. It is a recognized German safety certification mark in the European market. Factory inspection is a mandatory requirement for GS applications. The first factory inspection must be completed before applying for GS, and an annual inspection will be arranged thereafter.
◉ Preparation for GS Certification Factory Review
1. All relevant document records required for quality control
(1) Incoming inspection;
(2) Production line inspection and testing records;
(3) Record of functional inspection of safety testing equipment;
(4) Record of certified product nameplate usage;
(5) Certified product key component information;
(6) Record storage related requirements, etc.
2. Arrange production environment inspections. Including functional inspection of relevant testing equipment, etc.
3. Provide physical samples.
◉ Document Requirements for GS Certified Factory Inspection
1. First factory inspection
During the factory inspection, the factory needs to provide the following documents and materials for inspection:
(1) Before factory inspection, certificate applicants need to fill out section B1 of CIG022; The factory needs to fill out section B2 of CIG022B (if the factory has not filled it out or signed and stamped it, it can be supplemented on-site);
(2) Company Organizational Chart - Latest Version of Quality System Certificate;
(3) Internal audit control procedures (records);
(4) Nonconforming product control procedures;
(5) Customer complaint procedures and corrective and preventive measures (records);
(6) Training procedures (records) for quality management personnel;
(7) Incoming inspection specifications (such as sampling requirements, reference drawings, inspection items, inspection reports, etc.);
(8) Production process control, production line routine testing standards and records;
(9) Production process flow diagram (QC engineering diagram) of certified products;
(10) The operation manual and inspection specifications and records of safety testing equipment (such as voltage resistance grounding test, hardness torque test, toy needle inspection machine sensitivity test, etc.);
(11) Finished product shipment inspection standards and records (such as sampling requirements, inspection basis, test items, inspection reports, etc.);
(12) Product validation testing specifications and records for the period (for products with PVT requirements);
(13) Management list and ledger of instruments and equipment, calibration plan and calibration certificate;
(14) Product protection and warehouse management procedures;
(15) Certification product change control process (including parts list, material structure, supplier, nameplate, etc.).
At that time, the audit engineer will inspect and evaluate the above documents on site, and some chapters of the relevant content will be required to be copied and backed up as a reference for factory inspection.
2. Annual factory inspection
The materials and inspection process required for the annual factory inspection are basically the same as the first factory inspection, but the annual factory inspection must conduct a product consistency inspection, and the factory needs to submit the required documents for consistency inspection.
◉ GS Certified Factory Inspection Content
1. Quality Management System
(1) The position, responsibilities, and work situation of the quality department in the factory
(2) Maintenance and management of quality documents
2. Incoming inspection
(1) Division of incoming inspection areas, placement of material components, and identification of inspection status
(2) Instrumentation, testing platform, and personnel configuration required for inspection
(3) Implementation of incoming material inspection (work instructions: including sampling standards, AQL levels, inspection methods, and judgment criteria; Personnel operation ability, testing records, judgment and release, etc
(4) Suppliers provide review and preservation of CoC (such as shipment inspection reports, material inspection reports)
(5) Maintenance and preservation of incoming inspection reports
3. Warehouse
(1) Storage conditions for component warehouses and finished product warehouses (such as temperature, humidity, anti-static, etc.)
(2) Storage and status identification of components and finished products; Input output process
(3) The parts list (BOM) of the product needs to be controlled for use
4. Production workshop
(1) Preparation and first sample confirmation of instrument and equipment personnel before mass production
(2) Product Identification and Traceability - Repair and Rework of Nonconforming Products during Production
(3) The workflow and inspection records of scheduled inspections
5. Routine testing
(1) The setting of testing parameters and the operation process of testing personnel
(2) Execution and recording of daily functional inspections of safety instruments and equipment (such as simulated failure testing)
*The simple short circuit or open circuit of the safety instrument test rod for point inspection is not acceptable and must reflect the trip value (such as the leakage current value of the voltage tester and the resistance value of the grounding resistance).
6. Final inspection before shipment
(1) Division of inspection areas and identification of final product inspection status
(2) The instruments, equipment, testing platform, and personnel configuration required for inspection - the implementation process of the final inspection, at least one sample should be sampled for demonstration
(3) Maintenance and preservation of inspection reports (including characteristic testing reports commissioned by external organizations)
7. Periodic Confirmation Test (PVT)
(1) For most certified products, Yin currently does not have mandatory PVT requirements, but there are PVT requirements for some special products such as wires and cables, tensioners, etc; The factory must regularly conduct PVT sampling tests and keep records for verification
(2) Maintenance and preservation of inspection reports (including characteristic testing reports commissioned by external organizations)
8. Instrument and equipment
The equipment used for inspection, measurement, and testing must be calibrated to confirm the validity and accuracy of these inspection, measurement, and testing results. The calibration of inspection, measurement, and testing equipment, including the calibration of standard devices used for calibration, must be traceable to national metrology standards and the International System of Units. It is recommended that manufacturers use calibration institutions recognized by ISO/IEC 17025 to provide calibration services
(1) Verify the testing equipment ledger
(2) Verify the verification and calibration certificates of important equipment
(3) Verify the consistency of internal verification, calibration methods and records, and certified products
(4) Establish a certified product consistency control program (approval of changes to the structure, safety components and materials of the product, nameplates and identification including trademarks, models, and technical parameters, as well as changes to warning language on the instruction manual). All changes must be confirmed by the safety department before production
(5) Establish a certified product file (including certified product model details, CDF structural data sheets, confirmation letters, photos, inspection procedures for each product, etc.). All these documents should be able to be provided to inspectors during factory inspections.
(6) The purchased components and materials should have internal monitoring and inspection, and must be consistent with the latest CDF structural data sheet and confirmation letter.
(7) It is recommended that the factory conduct a first sample inspection or at least a consistency check of the entire machine during production.
(8) Keep internal inspection records for inspectors to inspect on-site.
(9) The products provided for on-site inspection will be selected by inspectors at the production site and undergo relevant testing and verification.
(10) If a factory produces multiple categories of products, usually at least one certified product model from each category will be inspected. If the application for certification has more than 3 product categories. Due to time constraints, a maximum of three categories of products can be inspected during the factory inspection on the same day. (For example, if a factory holds product certificates for three categories: electric tools, household appliances, and components, each category needs to verify a product to maintain the validity of the certificate).
◉ Answers to Questions Regarding GS Certification Factory Review
1. Is there a regulation on the time between the first factory audit and the application for GS?
Answer: The GS factory audit period needs to be within one year to maintain the validity of the certificate.
2. Is it sufficient to conduct a factory audit to apply for GS certification for multiple products within a year? Or do we need to re audit the factory before each application?
Answer: This needs to be determined based on the actual situation. Simply put, the following principles should be followed:
(1) Products with the same manufacturing process and a factory audit time of no more than 1 year do not require a re audit;
(2) Products with the same manufacturing process and factory audit time exceeding 1 year require re audit;
(3) Products with different manufacturing processes need to be re audited;
(4) After the issuance of the GS certificate, the annual factory audit of multiple products can be arranged to be completed together.

3. If the customer does not have any orders midway and wishes to interrupt the annual factory audit, is it possible to re audit the factory if there are orders in the future?
Answer: GS conducts an annual factory audit. If there is no valid factory audit, the certificate must be cancelled. If it is restored, it needs to be processed as a new application.
