◉ Introduction to UL Certification and Factory Inspection
UL certification was founded by UL Limited Liability Company in the United States. Since 1894, nearly 1800 safety, quality, and sustainability standards have been issued, of which over 70% have become national standards in the United States. UL is not only one of the global testing and certification agencies and standard development agencies, but also the development agency of Canadian national standards. UL certification and factory inspection involve multiple steps to ensure that products comply with safety regulations in the United States and Canada, thereby entering the North American market.
◉ UL Certification Factory Inspection Time
In order to ensure that the product continues to comply with UL certification requirements and that all products produced are consistent with test samples, enterprises need to conduct factory audits after the first application or certification. The initial factory audit upon application is called the initial factory audit, and the periodic inspection after obtaining the certificate is called the annual factory audit.
◉ UL Certification Factory Inspection Requirements
1. First factory audit
Before the first UL certification audit, the UL regional inspector contacts the production factory for the first factory audit (IPI: Initial Production Inspection), Check the condition of the product and its components in the production line and warehouse storage to confirm whether the product structure and parts are consistent with the tracking service details. Meanwhile, the factory needs to prepare the following documents for inspection:
(1) Organizational chart of the company
(2) Quality control flowchart and production flowchart
(3) Product change process diagram or document
(4) Training records for QC personnel and key position personnel
(5) Incoming inspection related documents (such as standards, work instructions, etc.)
(6) Process (production) inspection related documents
(7) Documents related to shipment inspection
(8) Equipment management related documents (such as calibration certificates, equipment records, etc.)
(9) Control of non-conforming products
2. Annual factory audit
The annual factory audit is usually conducted about 4 times a year, and the required documents and inspection process are basically the same as the first audit. However, the annual factory audit must conduct a product consistency check. The factory is required to submit the required documents for consistency inspection, as detailed in the audit user manual. Materials to be prepared for factory audit:
(1) Production and quality control program documents
(2) Inspection standard book for main components and finished products
(3) Record of main component certificates (yellow cards)
(4) Material list of the product
(5) Main documents for plastic material control
(6) Main documents of production control
(7) Record of UL tags
(8) Recycling of Bulk Labels for Main Component Packaging
◉ UL Certification Factory Inspection Content
1. Organizational structure and quality system
The position, responsibilities, and work situation of the quality department in the factory;
Personnel situation (actual understanding and operation of QC personnel and key workstations).
2. Incoming inspection
Inspection conditions (environment, equipment, measurement/calibration status, personnel);
Stacking and labeling of items to be inspected, qualified products, and waste products;
Implementation of incoming material inspection (operation manual: including sampling standards, AQL levels, inspection methods and judgment criteria, personnel operation ability, test records, judgment and release, etc.);
Supplier review.
3. Warehouse
Warehouse conditions (complete machine and components);
Storage and labeling of components and finished products, preservation and delivery of finished products;
The process of receiving and issuing materials;
Material issuance control file;
Inspection of BOM files (parts lists).
4. Production process
Work instructions and personnel operation status for important positions;
Product identification and traceability; Handling of non-conforming products during the production process;
Work instructions and original records for inspection personnel.
5. Routine inspection
Homework instructions, operating procedures, and test records;
Measurement/approval and daily functional testing records of safety testing equipment.
6. Pre shipment sampling inspection (final inspection)
Work instructions for sampling (sampling standards: AQL level and inspection methods);
Sampling records.
7. Equipment inspection
Security testing equipment ledger;
Approval methods and records of major equipment;
Internal approval methods and records.
8. Certification product consistency inspection (applicable to annual inspection)
Can we retain and provide UL issued CPF, photos, and copies of certificates;
Can records of consistency checks conducted within the factory be retained and provided;
Arrange the production of certified products or retain pre produced certified products in the warehouse.
◉ UL Certification Factory Inspection Process
1. First meeting
(1) Introduce the purpose, method, schedule, and division of work of the audit
(2) Propose a list of documents and materials that require review
(3) Explain the methods and requirements for worker interviews
(4) Answer questions raised by factory representatives
2. Factory visit
(1) Understand the basic situation of the factory, including factory buildings, personnel, dormitories, etc
(2) Familiarize oneself with the route and understand the key points
3. File and record inspection
(1) All kinds of documents and materials required for factory inspection (such as regulations prohibiting the use of child labor, regulations prohibiting discrimination, etc.)
(2) Check the records for 12 months, and the last 3 months must meet the requirements of ICTI
4. On site inspection
(1) Including production workshops, warehouses, dormitories, canteens, bathrooms, gatekeepers, medical rooms, etc
(2) Understand the production situation and record worker activities on site
(3) If necessary, photos may be taken
5. Worker interviews
(1) Random extraction
(2) Age suspicious
(3) Factory representatives are not allowed to participate and will be held in a separate room
(4) It could be one-on-one, or it could be a one-on-one group
6. Last meeting
(1) Issue an interim report and decide whether to recommend it or not
(2) 10 days to issue formal report
(3) Thank you for the cooperation of the factory
(4) Answer the questions raised by the factory
